This is the final report of a government working group, made of representatives from several provinces and federal departments, formed to recommend appropriate actions on sulphur in gasoline and diesel fuel. The report identifies two sulphur reduction options for consideration by the federal environment ministry and summarizes the results of the analysis undertaken in support of these options. These include an evaluation of improvements to be expected in air concentrations of specific substances due to reduction of sulphur levels in fuel; assessment of human and environmental health benefits of sulphur reduction options; and studies of costs to produce lower-sulphur fuels at Canadian refineries, along with the impact of these costs on industry competitiveness. Supplemental studies on vehicle/fuel compatibility and the potential impacts of sulphur on future vehicle technologies are also summarized. In addition, the report makes recommendations on future action with respect to on-road and off-road diesel fuel. Appendices include a comparison of health benefits to compliance costs, a sulphur reduction options analysis, and comments received from interested parties on the appropriate level of sulphur in fuel.
