This paper studies the targeting outcomes of a self-targeted rice subsidy program in the Philippines. We find modest within-community targeting outcomes, but weak between-community targeting. This appears to be because, controlling for the direct influence of household characteristics, participation was lower in poorer communities. These inter-community differentials are strongly correlated with several proxies for citizen “voice,” including education, income, and access to other public services. This suggests that self-targeting outcomes are not simply a function of the good selected for subsidy, but are also influenced by variations in communities' access to usable services; that these variations favor richer communities; and that efforts to enhance consumer voice in disenfranchised communities would facilitate targeting improvements.

This paper considers quality control in a program that distributes subsidized food. The standard theory of price controls and participatory approaches to food security both suggest that the quality of subsidized food and distribution services may be lower in vulnerable communities. We examine this suggestion in the context of a self-targeted rice subsidy program run by the Philippines National Food Authority (NFA) in 2006. We find that even though NFA rice is demanded more by poorer, less educated and more rice-dependent households, observationally equivalent households in poorer, less educated and more rice-dependent local markets had lower demand for NFA rice. This suggests that needier and less empowered locations received lower quality service. Moreover, we find that these more vulnerable, lower-demand locations were also badly served by several other public services, suggesting that they lack “voice”. These results highlight an important consideration in the debate on whether food security programs should distribute food or cash. The quality of cash distribution services should be easier to control.

Drawing on a database of more than one hundred anti-poverty interventions in 47 countries, 'Targeting of Transfers in Developing Countries' provides a general review of experiences with methods used to target interventions in transition and developing countries. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. Government price subsidies are pervasive in developed, emerging, and low-income countries. A subsidy is a form of government intervention resulting in a deviation of an actual price facing consumers and producers from a specified benchmark price.
