"Informatization," a policy of integrated telecommunications development, is regarded as one of the driving forces behind the Chinese government's "new socialist countryside" program. Various national and provincial programs have been initiated to connect the agricultural communities to the information highway. Most of the existing studies are conducted at the national level, which largely neglects the fact that China's unique central-provincial-local institutional arrangement makes the provincial/local government not only the implementers of center-initiated projects but also the initiators of informatization programs specific to their territory. This paper studies Sichuan province because its geographic and economic features make it an ideal site. Moreover, Sichuan probably has the widest variety of agricultural informatization programs among all the provinces in China because of the relief efforts after the 2008 Wenchuan earthquake by various entities. It is now imperative to critically revisit those programs to find out their status and identify the factors for both their successes and failures. This paper aims to complement the existing rural informatization research in China with a comprehensive provincial/local-level analysis, using an analytical framework that evaluates the performance and sustainability of major ongoing agricultural informatization programs. This paper will identify the best practices for rural development in other countries.

This volume is the third (III) of four under the main themes of Digitizing Agriculture and Information and Communication Technologies (ICT). The four volumes cover rapidly developing processes including Sensors (I), Data (II), Decision (III), and Actions (IV). Volumes are related to ‘digital transformation” within agricultural production and provision systems, and in the context of Smart Farming Technology and Knowledge-based Agriculture. Digital agriculture has the potential to contribute to a more economically, environmentally and socially sustainable agriculture and meet the agricultural goals of a country or a region more effectively, and both ICTs and agriculture are important enablers in achieving SDGs. Most stakeholders have long recognized the need for national e-agricultural strategies. Nevertheless, most of the countries have not yet implemented a national strategy for the agricultural sector's use of ICTs. ITU Offices for Europe and CIS regions in collaboration with FAO Regional Office for Europe and Central Asia developed this report on state of Digital Agriculture and Strategies developed in 18 countries. The emerging role of ICTs in Europe and CIS region is clearly observed and experienced as an engine for agricultural development, especially in view of the growing demand for reliable information and its quick access at all levels of the industry. The state of the digital agriculture ecosystem differs from country to country and is also fragmented by the regions, within the individual countries. There is an overwhelming wave of innovation in this area where a digital agriculture strategy can be helpful in finding the right path.
