Dwight D. Eisenhower once quipped, “You will not find it difficult to prove that battles, campaigns, and even wars have been won or lost primarily because of logistics.” Military acquisition and procurement—that is, how a nation manages investments, technologies, programs, and support—is critical to wartime success or failure. The Mine Resistant Ambush Protected (MRAP) vehicle is the newest land warfare system in the United States Army and Marine Corps inventory. Designed to meet the challenges of operating in a counterinsurgency environment, the MRAP has taken survivability to a new level. MRAPs are currently manufactured by three companies: BAE Systems, Navistar International Military Group, and Force Protection Inc. Each company manufactures an MRAP according to one of three classifications set by the US Department of Defense: Category I, Category II, or Category III. The Category I MRAPs are designed for urban combat. Category II covers the MRAPs designed for convoy security, medical evacuation, and explosive ordnance disposal. The Category III MRAP performs the same function as Category II but is designed to carry more personnel. Since their introduction in 2007, MRAPs have performed remarkably in the asymmetric warfare environment. Their unique design and survivability characteristics have saved the lives hundreds of soldiers who otherwise would have been lost to landmines or IED attacks. As with any combat system, however, the MRAP is not without its drawbacks.

The purpose of this paper is to discuss the Improvised Explosive Device (IED) threat to the US Army and various methods used to counter this threat. The Mine Resistant Ambush Protected vehicle (MRAP) is the current method. This paper will address the US Army's needs to defeat the IED threat as well as the capabilities and limitations of the MRAP. The Secretary of Defense, Robert Gates, made the MRAP the top priority for the US military purchases, accelerating the procurement process that routinely takes ten years into nine months. This paper will answer the question: Does the MRAP meet the needs of the US Army to protect troops from IED threat? This will be answered by looking at the IED threat to determine requirements to protect troops. These requirements include protection, rapid fielding, and supportability. Non-MRAP countermeasures will be examined to determine if they meet these requirements. The MRAP will be analyzed to determine if the capabilities of the MRAP meet these requirements. This paper will examine facts that will show non-MRAP methods alone do not have the capacity to effectively protect troops from the IED threat.

This book follows the evolution of a model for quick and efficient national defense war fighting asset acquisition during time of war. It documents the case of a critically important war fighting acquisition program from initial needs identification and program start in 2006 through production and fielding in the period 2007-2010. The analysis focuses on the entire process of acquisition and contracting from concept development through getting the weapons system into action in Iraq, Afghanistan and elsewhere. The Mine Resistant Ambush Protected vehicles program (MRAP) is a rapid acquisition program procured within the context of the US Department of Defense's Acquisition Management and Joint Capabilities Integration and Development System (JCIDS) framework. The analysis in this book answers the following question: What are the key factors that explain the success of the MRAP program, with success defined as meeting program objectives and warfighter needs? The capability provided by Mine Resistant Ambush Protected (MRAP) tactical vehicles -- involving greatly improved armor protection for transporting warfighters in combat operations -- is well known to the defense community at this point as well as to most of the public at large. The MRAP acquisition strategy also is well known to the defense acquisition community. Does this strategy provide a model for streamlining the acquisition process, or was it a once-in-a-lifetime set of circumstances that will likely never be repeated? In this article, I will attempt to answer that question, framing the MRAP acquisition strategy in the context of its program history and in relation to current acquisition process improvement efforts. Programs like MRAP illustrate that it is possible to streamline defense acquisition given proper leadership support and intelligent, creative planning and program execution; but its circumstances were unique and are not replicable for most defense acquisition programs. I would argue, however, that the defense acquisition process could be significantly expedited through application of the lessons learned from the MRAP program. But how is this to be done, given that attempts to streamline the acquisition process have been many and frequent but seldom successful? One method to consider is to create a separate, unique acquisition process for equipment and/or services required to meet truly urgent operational needs. This would be the equivalent of the Clear lanes that allowed priority, prequalified customers to bypass normal airport security and speed through to the gate. Such a process would require approval for application based on documented urgency and service commitment, but once approved, would allow program managers to tailor program documentation, provide for designation of top leadership sponsors for the program, include a streamlined requirements development process, and help mitigate program funding instability.

This Truck Saved My Life Lessons Learned from the MRAP Vehicle Program The subject of this book, the Mine-Resistant Ambush-Protected Vehicle Program, was unique in many ways. "MRAP" meant a vehicle that could survive in the face of the mines, roadside improvised explosive devices (IEDs) and ambushes the enemy mounted throughout Iraq and Afghanistan. The program moved with lightning speed-one member of the team described it as "MRAP Speed"-not seen in large defense programs since World War II. It produced a flood of vehicles on such a scale that it was the largest single defense acquisition program in Fiscal Year (FY) 2010-an amazing fact given that the program did not even exist in FY 2006. This book is written to answer these questions by providing a history of the program. To deal with the fundamental questions, that history has to be told in thematic terms. So much happened in parallel that a chronology would be misleading. It would fail to convey the special character and achievements of the MRAP program.
