Excerpt from First Annual Report of the State Board of Health of the State of Wisconsin, for the Year Ending December 31, 1876 Section 4. The board shall elect a secretary. Either bgflmfifi from their own number or otherwise, but when elected ties of same. He shall he a member of the board and its executive. Of ficer.
