Excerpt from Second Annual Report of the Fishery Board for Scotland: For the Year Ended 31st December 1883 A. Summary of Observations made in Britain as to the Natural History of the Herring previous to 1882. At a very early period the fishery industry was recognised as of national importance, and as worthy of the fostering care of the Legislature, and for a century, at least, the habits of the herring and other food fishes have attracted the attention of many eminent naturalists. In the twelfth century it appears that the right to fish for herrings was vested in the Crown, and for several centuries afterwards those engaged in the industry in Scotland, though willing to hand over their takes to Dutch and other foreign vessels, claimed for them selves the exclusive right of fishing. Notwithstanding this claim, the Dutch had 2000 herring busses' in 1667 fishing in the North Sea, off the Scottish coast. During the fifteenth century it was found necessary to limit the sale of herring to foreigners, that the people at home might be supplied.
