Atmospheric correction algorithms for Defense Meteorological Satellite Program (DMSP) Operational Linescan System (OLS) single channel infrared (IR) estimation of sea surface temperature (SST) have been derived based on Special Sensor Microwave/Imager (SSM/I) water vapor (WV) content retrievals. It is demonstrated that the OLS single IR channel atmospheric correction can be correlated to WV and that the SSM/-derived correction algorithms provide significant improvement over uncorrected single IR channel SST estimation. Best results are obtained from a correction algorithm that incorporates a quadratic WV term. Use of the quadratic SSM/1-derived WV correction on properly cloud screened OLS IR data produces SST retrievals accurate to within 1.0-C RMS when compared to moored buoy in situ SST measurements ... The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

This is an interim report on an ongoing program to develop a passive microwave system for the remote all-weather measurement of sea surface temperature from a satellite platform. It presents the results of a theoretical investigation of the interdependence of the relevant environmental and instrumental parameters and their effect on the measured microwave brightness temperature and the sea surface temperature derived from it. The parameters considered are sea surface temperature, sea salinity, ocean roughness (wind speed), atmospheric water vapor, clouds, and the observational frequency. Detailed descriptions of the calculations of the emission and reflection of the sea surface, the emission and absorption of the atmosphere, the translation and rotation of the antenna properties from the satellite-oriented coordinate system to an earth-oriented system, and the convolution of the antenna reception pattern with the total radiatio over the earth's surface are given. Calculations of the microwave brightness temperature and of the uncertainty of the sea surface temperature derived from it for a range of values and uncertainties of the environmental conditions are presented. These calculations indicate that the optimum observational frequency for the determination of sea surface temperature lies between about 3 and 6 GHz. The dominant source of error is due to uncertainty in the effects of ocean roughness. A multifrequency microwave system will be required to correct for the effects of the various environmental factors and to obtain the sea surface temperature to an uncertainty of less than 1 deg C.

Microwave measurements from the Nimbus 7 SMMR were used to derive the atmospheric precipitable water, which was then used to obtain the atmospheric correction for use with AVHRR thermal IR measurements to obtain sea surface temperature (SST). The resulting SST's were compared with the NOAA operational sea surface temperature measurements, and the two sets of measurements were found to be in reasonable agreement.
