The Naval logistics leaders of today have proposed sea-based logistics as the operational concept for supporting the future commanders in the battlespace environment. This concept eliminates the traditional need for Ground Combat Support Service (GCSS) element and bases all logistical operations at sea. This new concept espouses the same precepts as put forth in JV2010 within its focused logistics premise. For this concept to work as stated, the Navy must work together with the other services to eliminate the current stovepipe logistics support doctrine of today. Even with modifying current logistics doctrine, there are several conditions that make the 100% conversion to sea-based logistics impracticable. The current limitations of technology in throughput capability, lack of defense against asymmetric threats, and the inability to provide flexible maneuver options for the joint commander questions whether this concept is the ultimate solution. In light of past history and the uncertain nature of future warfare, the United States Naval Service must not abandon its GCSS capabilities. Instead, the ability to use GCSS elements along with sea-based logistics will provide the Joint Commander the flexibility to counter the full spectrum of conflict from military operations other war to war.

Reduced access to and availability of forward-based military installations can impede the operational commander's reach in projecting combat power and constrain his logistics effort. Emerging concepts have been proposed that mitigate infrastructure reduction without sacrificing support to the fluid nature of logistics. Sea Based Logistics (SBL) is the conceptual centerpiece of how the United States Marine Corps (USMC) envisions logistics support and sustainment for the next century. This research project enthusiastically advocates SBL. After defining SBL and presenting the thesis, the paper begins with a brief historical perspective of sea basing and SBL. A summation of adopted business practices and developments in modern logistics as they pertain to SBL follows. The importance of sealift and current SBL capabilities provides a point of departure for SBL's future. Emphasis is placed on what present-day naval expeditionary forces can do to further exploit and encapsulate the fusion of SBL. The author's principal focus includes an analysis of what SBL offers the operational commander. The brief scope of this effort leaves opportunities for others to argue the many unresolved and difficult SBL issues. SBL provides the operational commander the means to further extend his operational reach through the integration of business practices, emerging technologies, and the use of available sealift platforms. With continued refinement and increased sophistication of SBL platforms, naval expeditionary forces will continue to provide the operational commander an added dimension and enhanced force multiplier. SBL provides the operational commander with the synchronization of the right forces, material, and support, in the right quantity, at the right place and right time.

At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Deployed operating forces are dependent on the accurate determination of logistical requirements, consistent sustainment, and timely distribution of necessary resources within a theater. Specifically within an immature theater, the existing logistical infrastructure is usually poor at best, with little to no host nation support capability available. Consequently, most logistical resources must be brought into theater, contributing to chaotic influences that effect establishing the initial support infrastructure. As a result, basing logistical resources at sea makes logical sense. The logistical infrastructure for small Operations and the initial resources for major operations, could be advanced based or moved into position outside most nation state's seas prior to the arrival of operating forces. Sea-based logistical resources can enhance the immature theater sustainment process, by providing platforms that are self-sustainable, relocatable, and neither dependent on overflight or basing rights, or permission for access. Consequently, sea-based logistics will be able to improve an operational commander's choices early-on, by providing quickly attainable, flexible, and responsive sustainment in support of operational movement and maneuver.

Sea Basing, a fundamental concept in Sea Power 21, the Navy's operational vision for the 21st century, is designed to help joint force commanders accelerate deployment and employment of naval power and to enhance seaborne positioning of joint assets. It will do so by minimizing the need to build up a logistics stockpile ashore, reducing the operational demand for sealift and airlift assets, and permitting forward positioning of joint forces for immediate employment. The cornerstone of sea-based logistics on the brigade scale is the Maritime Pre-positioning Force and its future version, the MPF(F). The Maritime Pre-positioning Force currently consists of three forward deployed squadrons of maritime pre-positioning ships, each with five or six vessels with weapons, supplies, and equipment sufficient to support a force about the size of a Marine Expeditionary Brigade for up to 30 days. The MPF(F) will be composed of multiple ship types designed to support a Marine Expeditionary Brigade and provide functions not currently provided by the MPF, such as at-sea arrival, assembly, sustainment, reconstitution, and redeployment of Expeditionary Forces, as well as Expeditionary Strike Group interoperability. Current plans call for an MPF(F) squadron comprising three large-deck amphibious ships, three Mobile Landing Platform transport ships, and eight cargo ships.
