Excerpt from School Laws of Texas, 1911 Section 1. A general diffusion of knowledge being essential to the preservation of the liberties and rights of the people, it shall be the duty of the Legislature of the State to establish and make suitable provisions for the support and maintenance of an efficient system of public free schools. Sec. 2. All funds, lands and other property heretofore set apart and appropriated for the support of the public schools, all the alter nate sections of lands reserved by the State out of grants heretofore made, or that may hereafter be made, to, railroads or other corpora tions of any nature whatsoever, one-half of the public domain of the State, and all sums of money that may come to the State from the sale of any portion of the same shall constitute a perpetual public school fund.
