How do government arrangements emerge? When and how does individual agency turn into collective agency? How do sensory experiences of violence, instability, etc affect the configuration of governance arrangements? When, why, and how are governance arrangements institutionalized? This book seeks to contribute to a non-normative conceptualization of the emergence and transformation of government arrangements, and addresses the under-theorization of actors and agency in conventional governance theories. The editors and contributors theorize the concept of governance more concretely by analyzing the key actors and arrangements that define states of governance across different places and by examining its performance and development in particular settings and time periods. Each contribution to the edited volume is based on a case-study drawn from Africa, though the book argues that the core issues identified remain the same across the world, though in different empirical contexts. The contributions also range across key disciplines, from anthropology to sociology to political science. This ground-breaking volume addresses governance arrangements, discusses how social actors form such arrangements, and concludes by synthesizing an actor-centered understanding of political articulation to a general theory of governance. Scholars across disciplines such as political science, development studies, African studies, and sociology will find the book insightful.

Long on the margins of both scholarly and policy concerns, the countries of the West African Sahel have recently attracted world attention, primarily as a key battleground in the global 'war on terror'. This book moves beyond this narrow focus, providing a multidimensional and interdisciplinary assessment of the region in all of its complexity. The focus is on the six countries at the heart of the Sahelian geographic space: Senegal, Mauritania, Mali, Burkina Faso, Niger, and Chad. Collectively, the chapters explore the commonalities and interconnections that link these countries and their fates, while also underscoring their diversity and the variations in their current realities. The Sahel today is at an important crossroads, under multiple pressures of diverse kinds: environmental, political, demographic, and economic, as well as rapidly changing social and religious dynamics. It is also marked by striking dynamism and experimentation, drawing on a long history of innovation and cultural transfer. In many ways the Sahel is today on the cutting edge of grand natural experiments exploring how humans will adapt to climate change, to technological innovation, to the global movement of populations and the restructuring of world politics, to urbanization, social change, and rapid demographic growth, and to inter-religious contact. The region is a weathervane on the front lines of the forces of global change. In nine thematic sections, the chapters in this book offer holistic analyses of the key forces shaping the region. Including scholars based in Africa, Europe, and the United States, the authors represent an exceptional breadth and depth of expertise on the Sahel.

When your lover helps you escape by betraying you to the enemy…. Alissa finds a secret Resistance outpost in Pangaea’s icy northern wastes, while trying to understand why Reith seems to have abandoned her––as well as trying to remind herself that this is so not the time to fall for Janis, the charismatic rebel leader. As she faces a giant snow tiger she suddenly discovers that she can no longer rely on her enhanced abilities for survival in this uncertain new world. But the desert holds new dangers and the oasis cities are unprepared. Stolen military secrets, disrupted route-finding, and ambitious warlords are converging to inflict a deadly conclusion. The Resistance will be forced into open warfare before they have enough preparation to take on the heavily-armed invaders. And sometimes victory demands too high a price. The aftermath of a deadly battle in the desert sparks a power struggle at the heart of Irithen’s military leadership. It will take everything Alissa and Reith can do to avert a disaster that would lead to their ultimate defeat. And that is when Alissa has to decide when breaking the rules to win has gone too far. Books 4, 5 & 6 of the Stormweaver series, the far-future fantasy epic from Jay Aspen.
