An apparent lack of interest by Russia in Sub-Saharan Africa over recent years masks persistent key strategic drivers for Moscow to re-establish lost influence in the region. A preoccupation with more immediate foreign policy concerns has temporarily interrupted a process of Russia reclaiming relationships that were well-developed in the Soviet period in order to secure access to mineral and energy resources which are crucial to Russia's economic and industrial interests, as well as both existing and new markets for military arms contracts. Russian policy priorities in Africa provide both challenges and opportunities for the U.S. in fields such as nuclear nonproliferation, as well as energy security for the United States and its European allies. Russian development of key resources in southern Africa should be observed closely. Russian trade with the region is significantly underdeveloped, with the exception of the arms trade, which Russia can be expected to defend vigorously if its markets are challenged, including by the prospect of regime change or international sanctions. At the same time, Russia and the United States have a shared interest in restricting the freedom of movement of terrorist organizations in ungoverned or lightly governed spaces in Africa, which opens potential for cooperation between AFRICOM initiatives and Russian presence in the region. Russian diplomatic and economic activity in southern Africa should receive continuing attention from U.S. policymakers due to its direct relevance to a number of U.S. strategic concerns.

This book examines the extent to which Russia’s strategic behavior is the product of its imperial strategic culture and Putin’s own operational code. The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. This book will be of interest to students of Russian politics and foreign policy, strategic studies and international relations.

At the height of the Cold War, Soviet ideologues, policymakers, diplomats, and military officers perceived the countries of Africa, Asia, and Latin America as the future reserve of socialism, holding the key to victory over Western forces. The zero-sum nature of East-West global competition induced the United States to try to thwart Soviet ambitions. The result was predictable: the two superpowers engaged in proxy struggles against each other in faraway, little-understood lands, often ending up entangled in protracted and highly destructive local fights that did little to serve their own agendas. Using a wealth of recently declassified sources, this book tells the complex story of Soviet involvement in the Horn of Africa, a narrowly defined geographic entity torn by the rivalry of two large countries (Ethiopia and Somalia), from the beginning of the Cold War until the demise of the Soviet Union. At different points in the twentieth century, this region—arguably one of the poorest in the world—attracted broad international interest and large quantities of advanced weaponry, making it a Cold War flashpoint. The external actors ultimately failed to achieve what they wanted from the local conflicts—a lesson relevant for U.S. policymakers today as they ponder whether to use force abroad in the wake of the unhappy experiences in Iraq and Afghanistan.

Since 2014, Russian involvement in Africa has grown significantly. African leaders have been receptive to these overtures as a result of increasing concerns about growing Chinese dominance, retrenchment of the United States (US) and their interest in diversifying trading and security partners. Russia cultivates these relationships by relying on the legacy of the Soviet Union's support for anti-colonial and liberation movements, and focuses on strengthening diplomatic, military and economic collaborations. This analysis shows that: • Overall, Russia's strategy in Africa appears to involve a mix of arms sales, political support to authoritarian leaders and security collaborations - in exchange for mining rights, business opportunities and diplomatic support for Russia's foreign policy preferences. The offers of military assistance and political support, especially for authoritarian leaders, have opened doors to Russian firms and strengthened diplomatic relationships. The support of African allies has been especially important to Russia at the United Nations (UN), where African countries account for a quarter of all votes in the General Assembly. • Russian trade and investment in Africa has grown significantly, particularly in north Africa. Yet, Russia remains a minor economic player on the continent in comparison to China, India or the US. Russia's support for smaller states, especially those that have been internationally shunned, gives Moscow significant influence in those countries. • As of autumn 2019, Russia had concluded military cooperation agreements with 21 African countries and is negotiating the establishment of military bases in a number of states. It is also providing counter-terrorism training. Russia is currently the largest supplier of arms to the continent. • Russia is increasing efforts to influence elections. Its strategy focuses on shoring up authoritarian strongmen in unstable yet resource-rich states thus bolstering these regimes' ability to persist. These priorities are in stark contrast to popular opinion on the continent, which favours democracy. • Russia remains a relatively minor economic and political player on the continent, and European Union (EU) and US concerns that Russian expansion in Africa draws the continent into a broader geopolitical struggle between great powers are overstated. • Germany and the EU should counter Russian assistance to authoritarian leaders by bolstering support for good governance and civil society strengthening initiatives.
