We are living in the era of community policing. Unfortunately, no extant scholarly literature has examined the effects of community policing practice in smaller, rural communities, especially in the rural West Texas area. Specifically, there is a need to broaden the scope of perspectives to gain more in- depth knowledge of rural community policing practice. In response, a survey was administered to both community leaders and law enforcement leaders in rural West Texas to rate their perception on current and future crime problems, police effectiveness, police training needs, and community leaders' involvement in police training. A discussion of two distinct opportunities that exist in rural West Texas are provided. Each opportunity can be combined and provide a duality of criminal justice services for the non-populous areas of Texas and of the United States. The first opportunity exist in a faith-based correctional facility and second in law enforcement training for rural West Texas.

It is a strategy—not simply for policing with consent—but for policing in contexts where there is often little, if any, consent. It is an aspirational practice aimed to help police and communities within contested contexts to recognize that positive gains can be made, enabling communities to live in relative safety.

Religious Freedom in the World profiles 101 countries and territories, which between them contain more than 95 percent of the world's population, and uses a clearly comprehensible numeric scale to rank the level of religious freedom found in each. It also provides separately derived measures of government regulation of religion, government favoritism of religion, and social regulation of religion. The countries have been selected so that the survey represents each continent, major religion, and geographic area; covers countries with large populations; describes particularly egregious violators of religious freedom; and adequately illustrates variations within regions. The survey is not a catalog of the rights of 'religious people.' The persecution of all people of any or no religion should be equally as offensive in our eyes as that of believers in any particular religion. Furthermore, since most people in the world profess to be believers of one kind or another, then such a survey would necessarily include most of the world's human rights violations of whatever kind.
