The United States has become increasingly dependent on imported petroleum to meet its energy needs. A more diverse portfolio of feedstocks for our nation's energy and chemical supply must be found to reduce our dependence on fossil fuels and secure future domestic energy supply. Biomass resources are a sustainable and environmentally-friendly feedstock that can contribute significantly to a diverse energy portfolio. Electricity, transportation fuels, chemicals, and materials currently produced from petroleum and natural gas can instead be produced from biomass. The Roadmap for Bioenergy and Biobased Products in the United States identifies research and policy measures needed for converting our nation's biomass resources into economically and environmentally desirable biobased fuels, power, and products. The purpose of this document is to outline a research and development roadmap and identify public policy measures for promoting and developing environmentally desirable biobased fuels power and products. It represents the collective assessment and expertise of the Biomass Research and Development Technical Advisory Committee. The research strategies outlined in this road map will help achieve the goals established by the Committee in the Vision for Bioenergy and Biobased Products in the United States. The Committee represents experts from wide-ranging backgrounds relevant to biomass resources technologies and markets, A list of Committee members is provided in Appendix I. The Committee was established by the Biomass R & D Act of 2000 (RL. 106-224) Its responsibilities include advising the Secretaries of Energy and Agriculture on the technical focus and direction of requests for proposals issued under the Biomass R & D Initiative and evaluating and performing strategic planning on program activities relating to the Biomass Research and Development Initiative (P.L. 106-224, Sec 206). The Committee developed this roadmap at the request of the U.S. Department of Energy and the U.S. Department of Agriculture as a tool to assist in biomass-related research planning and program evaluation. Through the Roadmap for Biomass Technologies in the United States the Committee has provided direction to the Department of Energy the Department of Agriculture the Department of the Interior the Environmental Protection Agency the National Science Foundation and the Office of the Science and Technology Policy. The Roadmap was developed through a series of public meetings of the Biomass Research and Development Technical Advisory Committee.

This document represents the result of a disciplined effort in Iowa to envision a new BioEconomy, explore its implications, communicate its potential, and outline issues that need to be addressed in order to increase the availability and use of biomass to produce biobased products and bioenergy. A group of diverse stakeholders, including producers, commodity groups, private industry, financial institutions, state agencies, environmental advocates and university researchers launched the Iowa Industries of the Future (IIOF)/Agriculture project with the purpose of developing a vision for converting agricultural crops and residues into biobased products and bioenergy and charting a roadmap for achieving this vision.

The Revolution. A revolution spurred by expanded use of renewable biobased products and bioenergy will have enormous impacts in the 21st century. Today, America depends on biomass to provide 3 percent of its energy and more than 300 billion pounds of products annually. Yet, propelled by advances in biological and physical sciences and engineering, America has the opportunity to greatly accelerate its use of biomass.The Importance. This revolution will have important impacts on our:* Economy-stimulating growth, especially in rural, farm and forest economies, and our industries.* Environment-by reducing emissions of carbon dioxide and airborne pollutants, reducing soil erosion, sequestering carbon, protecting water supplies and quality, and increasing the diversity of crops and products.* Energy security-by increasing domestic production and reducing our enormous dependence on foreign sources of fossil fuels.* Competitive position-opening up new technologies, industries, and export opportunities.The Consensus:* The National Academy of Sciences recognized the predominant impact that biological sciences will have on industry and technology in the 21st century.* The President proclaimed the importance of biobased products and bioenergy by establishing a national goal to triple their use in the United States by 2010.* The U.S. Congress acknowledged the exceptional potential of biobased products and bioenergy by enacting the Biomass Research and Development Act of 2000.* Industry, government laboratories, academia, and others recognized the importance of biobased products and bioenergy and are developing strategic planning documents including visions and technology roadmaps.The Challenges:* Science and technology-we need to advance science and develop technologies to overcome difficulties posed by the complexity of biomass resources and processes.* Policies-we need to coordinate government policies to meet the national goal.* Markets-we need to accelerate the commercialization of new and emerging technologies and products to meet the national goal.* Environment-we seek to ensure that new technologies and increased use of biomass will not adversely affect our land, water, air, and public health, but rather provide environmental benefits.* Education and Outreach-we need to provide American institutions, industry, farmers, landowners, and the public with information that will help them understand biobased products and bioenergy and make wise decisions in their application. An informed public is critical to the decision-making process.* Integration-we need to coordinate efforts across federal and state programs, educational organizations, businesses, and technologies to encourage the growth of an integrated industry.The Plan. This plan describes the federal strategy for meeting these challenges and attaining the national goal of tripling the use of biobased products and bioenergy by 2010. It is built on a strong foundation of science and technology, policy, and market goals, and strategies. The goals are summarized below and detailed in the pages that follow.

The U.S. Department of Energy (DOE) and the U.S. Department of Agriculture (USDA) are both strongly committed to expanding the role of biomass as an energy source. In particular, they support biomass fuels and products as a way to reduce the need for oil and gas imports; to support the growth of agriculture, forestry, and rural economies; and to foster major new domestic industries-- biorefineries--making a variety of fuels, chemicals, and other products. As part of this effort, the Biomass R AND D Technical Advisory Committee, a panel established by the Congress to guide the future direction of federally funded biomass R AND D, envisioned a 30 percent replacement of the current U.S. petroleum consumption with biofuels by 2030. Biomass--all plant and plant-derived materials including animal manure, not just starch, sugar, oil crops already used for food and energy--has great potential to provide renewable energy for America s future. Biomass recently surpassed hydropower as the largest domestic source of renewable energy and currently provides over 3 percent of the total energy consumption in the United States. In addition to the many benefits common to renewable energy, biomass is particularly attractive because it is the only current renewable source of liquid transportation fuel. This, of course, makes it invaluable in reducing oil imports--one of our most pressing energy needs. A key question, however, is how large a role could biomass play in responding to the nation's energy demands. Assuming that economic and financial policies and advances in conversion technologies make biomass fuels and products more economically viable, could the biorefinery industry be large enough to have a significant impact on energy supply and oil imports? Any and all contributions are certainly needed, but would the biomass potential be sufficiently large to justify the necessary capital replacements in the fuels and automobile sectors?

This publication establishes far-reaching goals for increasing the role of biobased energy and products in the U.S. economy. It represents the collective vision of the Biomass Technical Advisory Committee established by the Biomass R & D Act of 2000. The Advisory Committee is a group of 26 individuals from industry, academia, non-profits, and the agricultural and forestry sectors who are experts in their fields. The Committee believes that the Vision goals are technically feasible given future advances in research and development and an appropriate mix of market incentives and public policies. The Committee recognizes that economic, international, and many other factors can impact the future demand for and development of biomass technologies, and thus the ability to achieve these Vision goals. The Committee believes, however, that it is appropriate that long-term goals be challenging. This Vision puts forth the challenge of pursuing the opportunities that biomass technologies hold for the United States.
