"This Partial Recirculated Draft EIR has been prepared in accordance with State CEQA Guidelines section 15088.5. This document revises the Traffic and Transportation section of the Draft EIR (Section 4.5) and the Cumulative Traffic section of the Draft EIR (part of Section 5.4) due primarily to a new finding of a significant unavoidable impact that was not identified in the Draft EIR and other minor revisions and clarifications in both sections. This document also adds a new Section 4.8, Energy Conservation that was not available for public review in the Draft EIR.
