The importance of fisheries is not lost in the global policy arena. What is often overlooked in the general discourse, however, is the significant difference between small-and large-scale fisheries. Major rethinking about all aspects of small-scale fisheries is required, including their contribution to catches, employment, livelihood, food security and conservation. This book is a collection of essays about the diverse, complex and dynamic contexts that characterize small-scale fisheries around the world. This book explores how the state can foster collective action by fisher’s communities in fisheries management. It presents a different perspective from Elinor Ostrom’s classic work on the eight institutional conditions that foster collective action in natural resource management and instead emphasizes the role of the state in fisheries co-management, engaging a state-centric notion of ‘meta-governance’. It argues that first, the state is required to foster collective action by fishers; and secondly, that the current fisheries co-management arrangements are state-centric. The study develops these arguments through the analysis of three case studies in Japan, Vietnam and Norway. The author also makes a theoretical contribution to governance literature by developing Ostrom’s ‘society-centric’ framework in a way which makes it more amenable to the analysis of state capacity and government intervention in a comparative context. Small-scale fisheries are a major source of food and employment around the world. Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. The implementation of the Marine Living Resources Act 18 of 1998 which governs fisheries management in South Africa is guided by a series of objectives. Chief amongst these are the need to ensure resource sustainability, promote economic growth and achieve equity in the fishing industry. Striking a balance among these competing imperatives is a necessary but also monumental task, one which South Africa has arguably failed to achieve to date. In particular, as far the equity objective is concerned, a group of fishers, including both subsistence and artisanal fishers, have continued to be marginalised and overlooked in the fishing rights allocation process. The Policy for the Small-Scale Fisheries Sector in South Africa aims to provide recognition and redress to this sector of the fishing industry. It seeks to achieve this objective by adopting a community-based, co-management approach. The Policy accordingly envisages that fishing rights will be allocated to small-scale fishing communities and that these communities will become involved in managing fisheries together with government. This contribution reviews and critically analyses the scope of application of the Small-Scale Policy and the management approach adopted by the Policy, with a view to assessing its potential to achieve the objective of providing redress to the formerly marginalised groups of fishers. This analysis takes place against the backdrop of the significant resource constraints in the fisheries arena and the country's vision for its future economic development as described in the National Development Plan.
