We have to pay the salary for those who are bumped, and they keep their same level of salary, and the transfer of station costs, as opposed to a buyout, which will only be a severance pay lump sum cash allow ance and a 9 percent payment to the retirement fund. So, again, the difference to rif 850 employees in the Forest Service is million, as opposed to buyout of million, and that is an incredible difference. If reduction in force is used, there will be a disproportionate loss to women, minorities, and our younger workers in general, and we have been striving over the last several years at the usda to in crease our representation of women and minorities in our work force. Regrettably, if we have to resort to rifs, we will lose some of these gains. In fact, California, Region 5 of the Forest Service, has been under a consent decree to increase the numbers of its women employees. So at the usda, we would like to have authorization for use of this buyout as early as possible this year if we are to be able to finance the payments and avoid salary and benefits expenses for Fiscal Year 1995 and beyond.
