This book is the most comprehensive reference ever written for individuals interested in law enforcement selection. The chapters contain meta-analyses (statistical reviews of the literature) investigating the validity of methods used to predict police performance. These methods include education requirements, cognitive ability, background variables (e.g., military experience, arrest record, discipline problems at work), personality inventories, interest inventories, physical agility tests, assessment centers, and interviews. The first chapter in the book is a short primer on meta-analysis that informs the reader about the purpose of meta-analysis and how to interpret the meta-analysis tables contained in the book. Chapter 2 describes the methods used to conduct the meta-analyses for this project. Chapters 3-11 list the meta-analysis results for the various predictors of police performance. Chapter 12 describes a meta-analysis of the relationships among criteria (e.g., performance ratings, discipline problems, commendations), Chapter 13 describes a meta-analysis of the relationships among selection methods, and Chapter 14 describes a meta-analysis of the relationship between the various criteria and sex, race, age, and tenure. Chapter 15 summarizes the previous chapters and identifies future research needs.

For many years, law enforcement administrators, government officials, and researchers have explored the possibility of professionalizing law enforcement agencies and their officers. Recruitment and selection were always considered as one of the most critical functions of success and performance in both the private and the public sectors. In a rapidly changing environment and with the increased customer demands, it is not likely that a company or organization that ignores its environment and overlooks revising its policies including recruitment would survive or sustain efficiency. This study identifies the determinants involved in recruitment and selection practices in law enforcement agencies and their importance to the rapidly changing profession in the US. This study examines the logic behind recruitment practices and how they effect decisions in police departments. The moving point to research these arguments is analyzing the selection techniques used in police departments. Unlike other studies that focus on analyzing which selection method(s) is best in predicting how to recruit good police officer (for a compilation of such studies on law enforcement selection, a good resource is "Research in Law Enforcement Selection" by Michael G. Aamodt), this study tries to understand what factors affect using more or less selection tools assuming that using more diverse selection tools helps identify more aspects of an individual which in turn serves police departments better to have more qualified officers. The findings from this research suggest that police departments are aware of the importance of external forces and value organizational change and as such they adapt their structures including their recruitment policies to external demands. At the same time, some internal factors also seem to have a significant role in recruitment decisions.

A research study exploring the validity of predictor measures in the selection of successful Florida police officers is summarized. The project, undertaken by the Human Resources Institute at the University of Florida at the request of the Florida Police Department, tested the validity of two types of prediction measures in selecting successful law enforcement officers. The measures were physical, biographic, and demographic characteristics of the applicants and psychological tests including civil service exam, aptitude and intelligence tests, measures of values, interests, and attitudes, and tests of personality and motivation. These predictors were verified against actual job performance of law enforcement officers. Performance at the police academy and performance on the job during the probationary period and/or as tenured patrol officer were indicators of actual performance. The test population consisted of 317 recruit volunteers at various Florida testing centers who were categorized as 'successful' (i.e., rehirable by their department) or 'failures' (recruits who failed police academy, were discharged, or resigned). Four biodata items discriminated between successes and failures for the Caucasian males: participation in high school athletics, fewer family moves, less need for job encouragement, and higher values for achievement and societal contributions. Successful females were less likely to be single and they more often reported that they were not bothered by bragging co-workers. All four N-D scales (Nelson-Denny) significantly discriminated between successful and failing Caucasian males and females. Other important factors for male Caucasian officers were capacity for status, intellectual efficiency, sociability, dominance, and achievement via conformance scales. The preliminary results of the Florida project provide encouraging evidence of the predictive value of demographic variables and psychological tests in police selection.

Thirty-four full page photographs with descriptive narratives illustrate some of the research projects by the national institute of law enforcement. Each research effort is photographically illustrated, briefly narrated and identified by title and research grant number. This report details the research activities and validation efforts undertaken in the development of the two personnel evaluation inventories designed during this project, and outlines the instruments' operational uses. The major objective of this research program was to develop new methods for evaluating persons who apply for positions in police work and for assessing the potential of present police officers being considered for promotion. In order to accomplish this, critical features of four different police jobs were determined. These jobs were general patrol officer, investigator/detective, patrol sergeant, and intermediate command. The means by which these critical features and other information such as job performance ratings were utilized to develop and validate two personnel evaluation instruments are described in detail. The first evaluation instrument developed, which came to be called the police career index, consists of a brief, easily administered and objectively scored inventory to be used in preliminary screening of applicants and candidates for police jobs. The second procedure, the regional assessment center, consists of a series of police job simulation exercises designed to elicit behavioral indicators of a person's potential for success in various aspects of police work. Procedures for utilizing these instruments are outlined. Appendixes to this report include job performance description booklets for the four police positions, and tables showing reliability estimates for job performance ratings.
