The work was not completed until after the Bureau Of Corpora tions was merged into the Federal Trade Commission. The scope of the inquiry was broadened to cover not only the matter com plained of by the farmers but also to include a careful study of the principal phases of the beet sugar industry in' the United States, from the growing of the beets to the selling of the refined sugar.
