The report covers developments on racism, xenophobia and related issues in the EU Member States during the year 2006. It presents information and data in five thematic areas: legal issues, employment, education, housing, and racist violence and crime. Unequal treatment continues in employment, housing and education, according to data collected by the European Union Agency for Fundamental Rights (FRA). Figures for racist crime in 2005 and 2006 are up in a number of EU countries. While there are more signs that the EU's anti-discrimination legislation is having a positive impact, victims of discrimination still lack knowledge of the new rules.

The European Monitoring Centre on Racism and Xenophobia (EUMC) presented its Annual Report 2005 to the European Parliament on 23 November 2005. The report looks at the evidence of discrimination in employment, housing and education, as well as racist crime data, and at measures being taken to combat this. Across the EU, the EUMC finds migrants and minorities to be overrepresented in the less prestigious employment sectors. Segregation in the housing sector is particularly prevalent in some Member States. Also educational achievements of a number of migrant and minority groups lag behind the majority population. The EUMC warns that data gaps may result in serious discrimination in key areas remaining unnoticed. The report lists examples of best practice aimed at combating the exclusion of minorities.

Following the terrorist attacks in the U.S. on 11 Sept., a reporting system was implemented on potential anti-Islamic reactions in the 15 European Union (EU) Member States. This report, based on 15 country reports, presents a comparative analysis of acts of aggression and changes in attitudes towards Muslims and other minority groups across the EU in the wake of 11 Sept. Its findings show that Islamic communities and other vulnerable groups have become targets of increased hostility since 11 Sept., although attempts to allay fears sometimes led to a new interest in Islamic culture and to practical interfaith initiatives. The report's recommendations are drawn from examples of good practice in overcoming fears and tackling prejudice.

This book provides a detailed assessment of the first 15 years of the European Commission against Racism and Intolerance. ECRI's terms of reference deriving from the Vienna Plan of Action were to "review member States' legislation, policies and other measures to combat racism, xenophobia, antisemitism and intolerance, and their effectiveness" and "propose further action at local, national and European level". This book examines how ECRI has developed and fulfilled this mandate. It begins by looking at ECRI's foundational years, which were pivotal to its future character, approach, working methods and activities. It then describes and closely examines the evolution of the three main prongs of ECRI's work programme - country-by-country work, general themes and relations with civil society. Through this assessment, the author reveals the detailed, far-reaching and progressive body of jurisprudence that ECRI has produced - constituting a useful road map for actors seeking to address problems of racism and discrimination. The work also examines ECRI's contribution to legal standards to protect individuals against racism and discrimination and its impact on the case law of the European Court of Human Rights. It concludes with a discussion of ECRI's opinion on three important contemporary issues in European anti-racism work: positive measures, racist expression and the current racist climate.

In the last years we have witnessed, predominantly within Europe, a dramatic upsurge in xenophobic attitudes and ethnic violence. This book analyses most European countries as far as the feeling for, the treatment of, and the action against foreigners is concerned and describes various aspects of the complexity and variation of the xenophobia theme. The economic recession, uncertainty about the future of granted values and institutions (like the EU, NATO, and OSCE) has brought xenophobia back to the forefront of the European agenda. This book is the product of an initiative by researchers at the European University Institute in Florence, and takes advantage of both the sophisticated research undertaken at and the multi-national composition of the Institute: all co-authors describe their own country, all have several years of experience as social scientists working on dissertations and in projects of related interest, and (nearly) all of them are EUI members or alumni.
