Project is the reevaluation of the East St. Louis and Vicinity, Ill. flood protection project under current conditions, existing authorities and Executive Branch priorities with a view towards looking for new solutions to old problems. Project area is located in Madison and St. Clair Counties, Ill., along the eastern bank of the Mississippi River between river miles 175 and 195 above the Ohio River. The principle goal was to identify potential improvements to the natural watershed system, that would restore biodiversity with the reintroduction of an historic flood pulse to a select portion of the floodplain, to enhance habitat quality and sustainability while providing incidental ecosystem services, such as flood damage reduction.
