In view of the importance of other effective area-based conservation measures (OECMs) for biodiversity, and the need to improve individual countries’ capacity to report fisheries-related OECMs and understand how the fisheries sector contributes to current and future area-based biodiversity conservation objectives, FAO has been carrying out a series of activities to support countries to identify and implement OECMs. [Author] These activities include the organization of workshops and the development of practical guidance, as requested by FAO’s Committee on Fisheries (COFI). [Author] With the support of the Organización del Sector Pesquero y Acuícola del Istmo Centroamericano (Organization of the Fisheries and Aquaculture Sector of the Central American Isthmus [OSPECA]), FAO organized the workshop on other effective area-based conservation measures in fisheries-related areas in Latin America and the Caribbean. [Author] The workshop was held on 27–28 March 2023 in the city of San José, Costa Rica. [Author] This workshop supported Member Countries of the Commission for Small-scale and Artisanal Fisheries and Aquaculture of Latin America and the Caribbean (COPPESAALC), as well as regional and national fisheries-related organizations in the Latin American and Caribbean regions to: (i) apply CBD criteria for the identification of OECMs; (ii) understand the challenges, opportunities and needs that arise in the identification of fisheries‑related OECMs; and (iii) synthesize lessons learned and obtain recommendations. [Author] To achieve these objectives, topics discussed included: concepts and criteria for the identification, evaluation and reporting of OECMs; examples of OECMs in the world; conservation strategies in Latin America and the potential contribution of OECMs to these; the framework for fisheries governance and area-based management in Latin America; Argentina’s progress in recognizing OECMs; and the presentation of four case studies carried out in Chile, Costa Rica, Guatemala, and Mexico. [Author] The workshop enabled extensive exchanges on the difficulties of interpreting the concepts and criteria for the identification, evaluation, and reporting of OECMs, as well as the key points, challenges, and difficulties in analysing and considering potential OECMs. [Author]

This document contains the report of the regional training workshop on the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), fisheries, and legal acquisition findings (LAFs) for 13 Latin American and Caribbean countries, jointly organized by the Development Law Service of the FAO Legal Office and the CITES Secretariat, in collaboration with the FAO Offices for Ecuador and Latin America and the Caribbean. [Author] The workshop was held in Spanish and in-person only from 8 to 11 May 2023. [Author] The workshop aimed to raise awareness and strengthen the understanding of CITES requirements and their implementation in the fisheries sector; introduce and train participants on the use of the FAO-CITES Legal Study and Guide; train participants on the use of the Rapid Guide for the Making of LAFs, available at Annex 3 of Resolution 18. [Author] A total of 50 participants joined the workshop from 13 countries in the Latin American and Caribbean region (Argentina, Brazil, Chile, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru and Venezuela [Bolivarian Republic of]), regional organizations (the Central American and Dominican Republic Wildlife Enforcement Network and Permanent Commission for the South Pacific), non-governmental organizations (Defenders of Wildlife and World Fund for Nature), the private sector (fishing enterprises), as well as the UN Office on Drugs and Crime, in addition to the CITES Secretariat and FAO. [Author] The four-day programme included presentations on CITES key principles and requirements and their applicability in the fisheries sector; clarifications on commercially exploited aquatic species listed in CITES Appendix II, opportunities for collaboration between CITES and fisheries authorities, correlations between CITES and fisheries management; introduction on how to use the FAO-CITES Legal Study and Guide; the relevance to CITES of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, Catch Documentation Scheme, and associated technical guidelines. [Author] Additionally, the workshop promoted the use of the Rapid Guide for the Making of LAFs. This document contains the report of the subregional training workshop on the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and fisheries for the Caribbean Countries, jointly organized by the Development Law Service of the FAO Legal Office and the CITES Secretariat, in collaboration with the FAO Regional Office for Latin America and the Caribbean, the FAO Subregional Office for the Caribbean, and the FAO Offices in the concerned countries. The workshop was held virtually from 30 May to 2 June 2022. The workshop aimed at raising awareness and strengthening the understanding of CITES implementation in the fisheries sector; introducing and training participants on the use of the FAO-CITES Legal Study and Guide; and identifying countries’ needs and interests in enhancing national fisheries legislation for a better implementation of CITES in the fisheries sector. A total of 106 participants joined the workshop, from eleven Caribbean Countries (the Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago), other invited CITES parties (European Union and the United States of America), the Western Central Atlantic Fishery Commission, the UN Conference on Trade and Development, the CITES Secretariat and FAO.The four-day programme included presentations on CITES key principles and requirements and their applicability in the fisheries sector; clarifications on commercially exploited aquatic species listed in CITES Appendix II; opportunities for collaboration between CITES and fisheries authorities; correlations between CITES and fisheries management; an introduction on how to use the FAO-CITES Legal Study and Guide; the relevance of FAO’s PSMA and CDS; and knowledge-sharing on practical experiences of CITES implementation at national and regional levels.This is the second of a series of subregional workshops on CITES and fisheries, organized by the CITES Secretariat and FAO. The first subregional workshop was held with Pacific Island countries. The next subregional workshop is planned for certain Latin American countries in 2023.

This book has its genesis in materials collected in the Hestern Central Atlantic region in preparation for a regional seminar on the Changing Law of the Sea and its Implications for Fisheries in the Hestern Atlantic. The Seminar, which was organised by the Food and Agriculture Organisation of the UN and funded by the Norwegian government, was held in Havana, Cuba, 1980. Most of the materials were gathered by the authors as a result of direct contact with the fisheries authorities of the region, and supplemented where possible by information obtained from public sources for the remaining countries not visited. Twenty seven countries in the region were visited, and the authors were able to obtain materials much of which is not readily accessible except in the individual countries. In writing this book, the authors have become indebted to many people for their advice and assistance. This report contains a record of the proceedings and recommendations of the workshop. It was attended by twenty-one participants from ten Caribbean countries, as well as FAO officers. Possible positive impacts of globalization identified at the workshop include: improved access to overseas markets; increase in intraregional trade; access to technological improvements; increased demand for fish products through further development of tourism; increase in the contribution of the fisheries sector to foreign currency earnings and to gross domestic product. Possible negative impacts were foreseen in terms of: higher prices of exportable fish products in domestic markets; increased pressure on fully or overexploited fish stocks; erosion of decision-making at various levels in the absence of adequate reforms in governance; difficulties on the part of small countries in meeting scales of production needed to compete in a global environment. The main outcome of the workshop is the formulation of a Caribbean Fisheries Agenda on Globalization (CFAG), which is aimed to aid Caribbean countries prepare for the challenges of globalization.
