The fourth meeting of the Regional Working Group on Illegal, Unreported and Unregulated (IUU) Fishing, was held virtually from 8 to 9 September 2020. The Regional Working Group on Illegal, Unreported and Unregulated (RWG-IUU) Fishing is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). At the meeting, the attendants provided updates on the implementation of the RWG-IUU work plan for 2019–2020 and their efforts in implementing the relevant recommendations that were endorsed at the 17th Session of WECAFC in July 2019. Participants were also informed of the developments at the global and regional levels in the implementation of the Port States Measures Agreement (PSMA) and complementing instruments. La cuarta reunión (virtual) del Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (pesca INDNR), tuvo lugar del 8 al 9 de septiembre de 2020. El Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (GTR-INDNR) es un grupo conjunto de la Comisión de Pesca para el Atlántico Centro-Occidental (COPACO), el Mecanismo Regional de Pesca del Caribe (CRFM) y la Organización del Sector Pesquero y Acuícola del Istmo Centroamericano (OSPESCA). En la reunión, los asistentes proporcionaron información actualizada sobre la aplicación del plan de trabajo del GTR-INDNR para 2019-2020 y sus esfuerzos en implementar las recomendaciones pertinentes que fueron aprobadas en la decimoséptima sesión de la COPACO en julio de 2019.

This Regional Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated IUU Fishing (RPOA-IUU) has been developed by the joint Regional Working Group on IUU fishing (RWG-IUU) of WECAFC which includes two sub-regional organizations, the Caribbean Regional Fisheries Mechanism (CRFM) and the Organization for Fisheries and Aquaculture of Central America (OSPESCA), and was presented at the 17th Session of WECAFC in July 2019 for review, endorsement and implementation at national and regional levels. Le présent Plan d’action régional visant à prévenir, à contrecarrer et à éliminer la pêche illicite, non déclarée et non réglementée (PAR-INDNR) a été élaboré par le Groupe de travail régional conjoint sur la pêche INDNR (GTR-INDNR) de la COPACO qui comprend deux organisations sous-régionales, le Mécanisme régional des pêches des Caraïbes (CRFM) et l’Organisation du secteur des pêches et de l’aquaculture de l’isthme centraméricain (OSPESCA), et a été présenté à la dix-septième session de la COPACO en juillet 2019 pour examen, approbation et mise en œuvre aux niveaux national et régional. Fish Spawning Aggregations (FSAs) are very important as they are the sole reproductive event, and face a global challenge for being reduced in both number and size, threatening the continued existence of the species, along with the livelihood of fishing communities with a multiplier effect on the economics, social cohesion and survival of benthic areas. Efforts have been made to reduce and reverse their decline but are insufficient. It is against this backdrop that the Regional Fish Spawning Aggregation Draft Fishery Management Plan (FSAMP) was developed at the request of the Working Group. The goals of the 4th meeting of the SAWG are to address any comments received from members and partners on the draft FSAMP, as well as to provide updates on the communications strategy and advance implementation of Recommendation WECAFC/XVII/2019/24 adopted at the 17th Session of WECAFC (WECAFC 17). Las agregaciones de desove (AD) constituyen el principal evento reproductivo, y se enfrentan a un reto global por su reducción en número y tamaño. Una situación que amenaza la continuidad de las especies y los medios de vida de las comunidades pesqueras, con un efecto multiplicador en la economía, la cohesión social y la supervivencia de las zonas bentónicas. Se han realizado esfuerzos para reducir y revertir su declive, pero son insuficientes. En este contexto y, a petición del GTAD, se elaboró el proyecto del Plan regional de ordenación pesquera de las especies que forman agregaciones de desove (PROPEFAD). Los objetivos de la cuarta reunión del GTAD son estudiar los comentarios formulados por miembros y socios sobre el proyecto del PROPEFAD, proporcionar información actualizada sobre la estrategia de comunicación, y avanzar en la implementación de la Recomendación COPACO/17/2019/24, adoptada en la decimoséptima reunión de la COPACO (COPACO 17).

The First meeting of the Regional Working Group on Illegal, Unreported and Unregulated (IUU) fishing was held in Barbados on 1 and 2 March 2017. The Regional Working Group on Illegal, Unreported and Unregulated (IUU) fishing (RWG-IUU) is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). The 52 participating experts, representing 21 WECAFC Members, were presented with and discussed many aspects of IUU fishing. This first meeting contributed to: 1) increasing awareness and understanding of the IUU fishing problem in the Caribbean region; and 2) increasing capacity for a more effective collaboration in preventing, deterring and eliminating IUU fishing in the Caribbean region, with emphasis on experiences from other regions with vessel monitoring systems (VMS) and monitoring, control and surveillance (MCS) supporting measures, as well as on international and regional instruments to combat IUU fishing, such as the 2009 FAO Port State Measures Agreement. The meeting also finalized and agreed on its ToRs and work plan for the 2017–2018 RWG-IUU period, to be endorsed by CRFM and WECAFC, and discussed elements to be included in a Regional Plan of Action to prevent, deter and eliminate IUU fishing (RPOA-IUU).

This document contains the report of the second meeting of the Part 6 Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Rome, Italy, from 5 to 6 July 2018. The Part 6 Working Group reviewed outcomes of its first meeting, noting with respect to the funding mechanisms to be put in place to assist developing States with the implementation of the PSMA that further clarity is required in terms of the criteria and priorities that will be used to review applications for assistance. The Part 6 Working Group discussed at length the requirements of developing States for the implementation of the PSMA, noting legal, operational, and technical challenges and identifying where existing tools are already available to address these challenges. The Working Group received a detailed update of FAO’s Global Capacity Development Programme in support of the PSMA, as well as heard from other international organizations, non-governmental organizations, States and other entities on their respective capacity development initiatives in support of the PSMA. Finally, the Part 6 Working Group discussed the necessary functionalities of the capacity development portal that is to be developed and hosted by FAO under the PSMA global programme.
