And the sum of seven thousand seven hundred and fifty dollars, or so much thereof as may be found necessary, is hereby appropriated out of any money in the Treasury not otherwise appropriated, for the preparation of said work, which sum may be paid by the Secretary of the Treasury upon the order of the chairman of said Joint Committee, as additional pay or compensation to any ofiicer or employee of the United States.
