He (state Commissioner of Schools) shall make an_ annual report, on or before the twentieth day of January, to the general assembly, when that body is in session; and when not in session, the report shall be made to the governor, who shall cause the same to be published, and shall also communicate a copy thereof to the general assembly at the beginning of its next session.
