About 325 correspondents in the plains region of the West. These complaints came from nearly 300 localities, distributed chiefly in the States of Colorado, Kansas, Montana, Nebraska, South Dakota, Texas, and the Territory of Oklahoma, and indicate that in many sections of these States the destruction of prairie dogs is one of the most serious questions confronting the farmer or cattle owner. In the last annual report attention was called to the necessity for a thorough investigation of the subject, and the need of making provision for carrying on the work; but the necessary appro p'riation was not made by Congress, and the Division is therefore unable, at present, to undertake a comprehensive study of the question. Excerpt from Report of the Acting Chief of the Division of Biological Survey for 1900 Furthermore, in Obtaining such birds, the Secretary is required to purchase subject to the laws of the various States and Territories. A cursory examination of these laws Shows that in numerous instances States prohibit the exportation of game birds even when intended for purposes of propagation. For example, some of the States from which a supply of quail could most readily be obtained absolutely prohibit Shipment of the birds for any purpose. Under these conditions the Department is somewhat limited in its ability to carry out the Object of the law in so far as it relates to the purchase and distribution of game birds. But it can nevertheless do much to further the desired object by furnishing information, by cooperating with associations and individuals, 011 by suggesting measures which are most likely to be successful in a given locality or for a particular species. Conditions that favor wildlife and promote the perpetuity of wilderness areas are now widely recognized as being identical with those that alleviate the effects of drought, provide for flood control, and prevent soil erosion. The Bureau has effectually demonstrated that plantings to nullify harmful Wind action; to conserve moisture, and to reduce the run-off from rainfall and melting snow are also wildlife-conservation measures.
