FM 1-05 is nested with JP 3-0 and JG 1-05. The Army is the principal land force, organized, trained, and equipped to conduct prompt and sustained operations on land. The Army is responsible for deploying forces at any time, in any environment, against any adversary and must be able to operate for extended periods across the range of military operations. In order to support the free exercise of religion within the Army, chaplain sections and unit ministry teams must be able to function within operational environments possessing a full range of threats. Chaplain sections and unit ministry teams sustain Soldiers across the range of military operations; from military engagement, security cooperation, and deterrence, to crisis response and limited contingency operations, to large-scale combat operations. Everything the Army does for our nation is done by Soldiers who are supported by their Family members. The principles of Army religious support doctrine presented in this field manual enable chaplain sections and unit ministry teams to apply creative, flexible, and innovative approaches to specific missions and operational environments as it supports the Soldier and Family. Chaplains have served in the U.S. Army since the first days of the American Revolution and many have died in combat. These chaplains represented more than 120 separate denominations and faith groups from across America. Seven chaplains have been awarded the Medal of Honor for heroism above and beyond the call of duty. Many chaplains and religious affairs specialists have received other medals for valor. The personal needs of Soldiers, the mission at hand, their own faith, and emerging religious support doctrine, guided these chaplains and religious affairs specialists as they met the goal to uphold the free exercise of religion guaranteed by the First Amendment of the Constitution of the United States.

The Chaplain Corps is the Army's primary agency for practically ensuring the free exercise of religion for America's soldiers. This responsibility also applies to the Chaplain Corps' religious support to Army family members, Department of Army (DA) civilians, and other authorized personnel. The Chaplain Corps ensures free exercise of religion by executing the command religious programs of Army commanders. FM 1-05 establishes the Army's definitive doctrine for the execution of comprehensive religious support across the full spectrum of operations. It is founded upon the Army's operational doctrine articulated in FM 3-0 and FM 101-5 and other supporting documents. FM 1-05 is compatible with the joint religious support doctrine contained in JP 1-05. This doctrine pronounces that the personal delivery of religious support is the primary focus of the Chaplain Corps and places greater emphasis on the chaplain's role as an advisor to the commander. It takes into account emerging technology, possesses a broader focus on religious support at echelons above brigade, and speaks clearly to the interface between religious support operations and civil military operations. It is the authoritative, but not prescriptive, guide to the missions, roles, responsibilities, and duties the Chaplain Corps must execute to deliver comprehensive religious support. Army Techniques Publication ATP 1-05.04 Religious Support and Internal Advisement 2017 ATP 1-05.04 expands upon FM 1-05, Religious Support, in describing internal advisement as a required capability of unit ministry teams (UMTs) and chaplain sections advising commanders at all echelons in operational environments, or Army elements in direct support of operations. The religious support "advise" capability is divided into external and internal. External advisement, discussed in ATP 1-05.03, Religious Support and External Advisement, involves advising commands on impact of religious and cultural beliefs and practices of populations external to the unit being advised. Internal advisement is the doctrinal term for all other appropriate religious support advisement to commands in regard to matters of religion, morals, ethics and morale. The primary focus of this ATP is advisement in regard to these four criteria in relation to sustainment of needs of a unit's Soldiers, Families, and authorized civilians. However, internal advisement also describes the religious support capability to advise on the moral and ethical nature of all operational decision making that impacts people, organizations, and mission objectives, with important implications extending well beyond mere internal sustainment concerns. Chaplains and chaplain assistants serving in joint force land component commands or joint task forces should refer to JP 1-05 and other joint planning publications for further guidance. ATP 1-05.04 contains four chapters: Chapter 1 describes internal advisement in general, discussing legal and doctrinal principles supporting and guiding appropriate exercise of this capability. Chapter 2 discusses the need for broad understanding of an organization's culture, processes, and people to provide a basis for assessing potential advisement issues. Chapter 3 explains how to plan and prepare for advisement by considering both potential solutions to identified issues, and potential means to employ for effective advice. Chapter 4 focuses on execution of the advisement itself: the chapter discusses adapting to wide varieties of advisement forms and overarching traits of effective advisor communication. This is followed by discussion of different types of military communication, with a view toward accompanying advisement with recommendations for proper action.
