This book offers cross-national evidence of the effectiveness of financial and physical incentives for regional development. It challenges the traditional wisdom that competition is harmful for regional development or can be zero-sum. It answers questions such as: What are the effects of tax incentives on the rest of the economy? Do such incentives merely redistribute employment? Do tax and infrastructure incentives have any effect on the unemployment rate of areas adopting them?

The current state of research in the international public finance field is elucidated in the fifteen papers collected in this volume, selected from among the more than 200 that were presented at the 53rd Congress of the International Institute of Public Finance held in Kyoto, Japan, in August 1997. The collection assembled here is not intended to comprise a proceedings of the Congress but, rather, presents the ideas of eminent scholars in seven areas of current research in the international public finance field: The Welfare State, Public Investment and Economic Growth, Inter-Governmental Relations, Tax Competition and Foreign Direct Investment, Foreign Investment in Transitional Economies-Russia and China, and Equalization Transfer Systems in Japan and Australia. The highlight of the Congress was the brilliant debate between two of the greatest authorities in the area of public finance, James M. Buchanan and Richard A. Musgrave, whose papers form the opening section of the volume.

Felsenstein (geography, Hebrew U. of Jerusalem, Israel), McQuaid (economics, Napier U., Scotland), McCann (economics, U. of Reading, England), and Shefer (urban and regional economics, Israel Institute of Technology, Israel) present 15 papers that attempt to elucidate endogenous strategies of public investment for regional development. Arguing that traditional neoclassical exogenous strategies (in which investment comes from outside the region) has proven to be of dubious value for development, the editors contend the investment in human capital and knowledge infrastructure from within regions can have self-reinforcing effects that will lead to better growth in development. These "soft" investments also need to be linked with "hard" investments in physical infrastructure such as roads, buildings, and the like. Articles look at the lessons of policy experience arising from past experience with regional economic change, examine issues of innovation and knowledge creation, discuss the complex relation between human capital investment and regional labor markets, and relate the role of investment in physical infrastructure to the preceding discussions.
