The past two decades have seen a remarkable broadening of interest in global warming from a research concern on the part of a limited number of scientists to a political problem on a worldwide scale. The nature of this transformation would itself be a fruitful study for a mixed team of social scientists and natural scientists. It would be valuable to assess the differing nature of the staging posts along this road: the First World Climate Conference in 1979, which was a meeting of scientists talking to scientists; the Villach Assessment of 1985, which was a meeting of scientists whose report was given attention by the policy advisers of a number of governments; the Second World Climate Conference of 1990, which consisted of a scientific meeting followed by a Ministerial Meeting; and the United Nations Framework Convention on Climate Change of 1992 signed by 158 countries at the UN Conference on Environment and Development in June 1992. The present publication is a welcome contribution of the followup to UNCED. By focusing on a specific problem, it avoids the pitfall of undue generalization and provides the basis for fruitful discussion between natural scientists, social scientists, and policymakers. To choose as the area of concentration a particular scale also helped to produce meaningful discussion likely to lead to action.

Environmental determinants of health are responsible for more than a quarter of the burden of disease in the Western Pacific Region. Communicable and noncommunicable disease disability and death result from a lack of safe water and sanitation indoor and outdoor air pollution hazardous chemicals occupational hazards and climate-related disasters. The Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet intends to relaunch the World Health Organization (WHO) s Health and the Environment programme and fulfil its mandate in the area of environmental health. It proposes to leverage the health sector focus on the Sustainable Development Goals (SDGs) process providing guidance for prioritizing the work of WHO in support of Member States improving health outcomes through action on environmental determinants. It articulates entry points for health and environment priority actions in WHO country cooperation strategies the United Nations Framework Convention on Climate Change and other mechanisms for international collaboration and notably with the United Nations Environment Programme and ministries of environment. The framework also sets a course for the health sector to advocate adaptive measures policies and action to protect health and well-being as a co-benefit of interventions in energy agriculture transport housing and other spheres.

This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

In this essay, Professor Kirsten Engel discusses the potential for cooperative regional efforts to counteract the federal government's failure to address global climate change. Such regional cooperation is occurring primarily among states that are addressing climate change, itself something of an anomaly given standard economic theory. While encouraged by the regulatory activity, Professor Engel argues that, due to the relatively small amount of greenhouse gases reduced through such measures, the true significance of state and local action on climate change is its potential for triggering potentially larger greenhouse gas emissions cuts at the federal or regional level. Professor Engel discusses some of the reasons for the regional cooperation that is occurring as well as the unanswered empirical questions concerning the scope of the environmental benefits resulting from regional cooperation. Recognizing that, absent congressional ratification, cooperative ventures between states are not favored under our federal structure of government, Professor Engel examines the possible conflicts between this emerging regional trend and various constitutional doctrines. Professor Engel concludes that strict adherence to these doctrines will hinder the full potential of regional interstate arrangements to address climate change.
