Pourquoi les diverses politiques d'insertion paraissent-elles inefficaces ou si peu efficaces ? Toutes les évaluations des dispositifs d'insertion mis en place depuis une vingtaine d'années aboutissent à des conclusions relativement proches : les ressources et réseaux personnels sont plus utiles que les stages et les formations, les moins qualifiés et les moins jeunes marginalisés, il existerait un certain nombre de personnes exclues définitivement de tout projet professionnel. L'originalité de ce livre est de récuser les explications classiques (les demandeurs d'emploi ne sont pas qualifiés ou bien il vaut mieux bénéficier d'une allocation plutôt qu'un travail pénible mal rétribué) en dépassant un certain fatalisme économique et de défendre une thèse qui est que la faible efficacité de ces dispositifs d'insertion tient aux philosophies et aux pratiques de ces politiques elles-mêmes. Cette thèse s'appuie sur une série d'études et d'expériences scientifiques, elle offre des perspectives pratiques et propose une méthode d'action. Sa thèse est simple mais efficace : ce n'est pas en changeant les idées, c'est-à-dire en voulant modifier les personnes, qu'on change les pratiques, c'est-à-dire l'accès au travail, mais c'est en transformant les pratiques que l'on change les idées. En réduisant le chômeur à ses problèmes on finit par faire comme s'il en était la cause, par le croire et lui faire croire en voulant le transformer. C'est la situation de travail qui crée les qualités du travailleur bien plus que l'inverse. Tous ceux qui s'intéressent à l'échec scolaire, à la pauvreté ou à la délinquance y trouveront matière à réflexion et à action.

Overall goal of this paper is to re-examine findings of earlier efforts that analysed the effect of Bt cotton adoption in 1999 with two follow-up surveys conducted in 2000 and 2001. Our survey data on yields and econometric analyses indicate that the adoption of Bt cotton continues to increase output per hectare in 2000 and 2001 and that the yield gains extend to all provinces in our sample. More importantly, Bt cotton farmers also increased their incomes by reducing use of pesticides and labour inputs. Finally, survey data shows that Bt cotton continues to have positive environmental impacts by reducing pesticide use. We provide evidence that farmers have less health problems because of reduced pesticide use. We conclude with evidence that China is not unique and that there are lessons for other developing countries in their experience.
