Nearly ten years of bloodshed and political turmoil have followed the Soviet invasion of Afghanistan in 1979. Soviet occupation not only proved a major trauma for the people of Afghanistan; invasion ended the growth in superpower dentents that had characterised the late 1970s; and in the Soviet Union the effects of escalating military costs and over 13,000 young military casualties have been felt at every level of society. The decision to withdraw combat forces under the provisions of the Geneva Accords of April 1988 is one of the most dramatic developments in the international system since the end of the Second World War. The effects of this decision will be felt not only in Afghanistan, but in the Soviet Union, in Southwest Asia, and in the wider world. The Soviet Withdrawal from Afghanistan has been designed to explore the background to the decision to withdraw and its broader implications. The authors, all established specialists, examine the Geneva Accords; the future for post-withdrawal Afghanistan; and the impact of withdrawal on regional states, Soviet foreign and domestic policies, the Soviet armed forces, Sino-Soviet relations and world politics. Political stability has been a central theme of policy for all governments and political systems in the history of modern Afghanistan. Since its inception in the mid-nineteenth century, the country experimented with a diverse succession of political systems and state ideologies matched by few other countries' political histories. During the 20th century many countries embarked on a process of constitutional secularization by which the role of religion gradually became limited. Yet, by the late 20th century, and increasingly following the end of the Cold War, this development began to be challenged. This book examines the return of religion in constitutions through the concept of constitutional de-secularization. It places this phenomenon in the context of the constitutional memory of the countries in which it has taken place and critically examines it against the development and standards of constitutionalism, as the prevailing constitutional legal and political theory. Central to this analysis is the impact of constitutional de-secularization on the regulation of equality in liberty, that is, both the regulation of constitutional rights and the scope for equality of those who are granted such rights. The book argues that equal liberty forms an essential part of constitutionalism as a theory, and that constitutionalism therefore entails a continuous development towards expanding it. The first and second part of the book presents a conceptual framework for the study of constitutional de-secularization. The third part presents and analyses three cases of constitutional de-secularization in Afghanistan, Iran and Iraq. The book will be of interest to researchers and policy-makers interested in constitutional history and theory, and the role of religion in law and its compatibility with human rights.

Afghan women have faced an exhaustive struggle in the battle to change their status and improve their situation. Emadi takes a long look at the role of development and modernization policies implemented by the state in the pre- and post-Soviet eras, under the Taliban, and beyond. He finds that such policies have failed to bring about much- needed change and improvement for women. Modernization strategies benefited only a small segment of urban women and left the plight of rural women unchanged. Although a small segment of middle- and upper-class women organized themselves and fought to bring about changes in their status and to end gender inequality, their efforts alone did not meet with much success. Islamic orthodoxy and orthopraxy in the Taliban era restricted women's freedom of movement, access to education, and medical care. Using personal accounts not readily available to researchers or scholars, Emadi explores the diverse factors that contributed to women's oppression both at home and in society. This study provides a detailed analysis of state policies toward women's emancipation within the context of a traditional Islamic society. It chronicles the course of the women's movement and women's organizations still active in the political arena and puts forth an alternative plan to involve women in the reconstruction process in both urban and rural areas.
