Between the outbreak of war with Austria in 1792 and Napoleon's final debacle in 1814, France remained almost continously at war, recruiting in the process some two to three million frenchmen--a level of recruitment unknown to previous generations and widely resented as an attack on the liberties of rural communities. Forrest challenges the notion of a nation heroically rushing to arms by examining the massive rates of desertion and avoidance of service as well as their consequences on French society--on military campaigns and the morale of armies, on political opinion at home, on the social fabric of local villages, and on the Napoleonic dream of bringing about a coherent and centralized state.

Between 1987 and today Algeria has been engaged in a conflict pitching the army against Islamist guerilla groups which has killed more than 200.000 people. During the same period, Algeria also witnessed the explosion of more than 70,000 voluntary associations, making it one of the most civic-dense countries in the Arab world. This book analyses the development of these association in Algeria and the state's attempt to retain political legitimacy. Starting from a critique of portrayals of Algerian 'civil society' as a force conducive to democratization, the study examines the changing relationship of the state to voluntary associations in both the colonial and post-colonial eras. An in-depth assessment of the social bases of the associative sphere then leads to questioning its independence from the state, and highlights the role of the associative sector in tempering the fracture between the state and those social groups that most suffered from the collapse of Algeria's post colonial political framework. Finally, the study analyses donors' use of advocacy and service-delivery associations in democracy-promotion programmes, arguing that their focus on the country's 'civil society' contributed to the state's efforts to preserve its international legitimacy. Based on in-depth examination of existing literature and extensive fieldwork conducted at a time when Algeria was still closed to foreign researchers because of the conflict, Andrea Liverani challenges the mainstream views on the political role of associations in democracy, illustrating how 'civil society' can work towards the conservation of an authoritarian order, rather than simply towards democratic change. A lucid contribution to an emerging scholarship, Civil Society in Algeria will appeal to students, academic experts, and NGO/aid practitioners.

Young people are transforming the global landscape. As the human population today is younger and more urban than ever before, prospects for achieving adulthood dwindle while urban migration soars. Devastated by genocide, hailed as a spectacular success, and critiqued for its human rights record, the Central African nation of Rwanda provides a compelling setting for grasping new challenges to the world's youth. Spotlighting failed masculinity, urban desperation, and forceful governance, Marc Sommers tells the dramatic story of young Rwandans who are “stuck,” striving against near-impossible odds to become adults. In Rwandan culture, female youth must wait, often in vain, for male youth to build a house before they can marry. Only then can male and female youth gain acceptance as adults. However, Rwanda's severe housing crisis means that most male youth are on a treadmill toward failure, unable to build their house yet having no choice but to try. What follows is too often tragic. Rural youth face a future as failed adults, while many who migrate to the capital fail to secure a stable life and turn fatalistic about contracting HIV/AIDS. Featuring insightful interviews with youth, adults, and government officials, Stuck tells the story of an ambitious, controlling government trying to govern an exceptionally young and poor population in a densely populated and rapidly urbanizing country. This pioneering book sheds new light on the struggle to come of age and suggests new pathways toward the attainment of security, development, and coexistence in Africa and beyond. "The country-specific chapters serve to underline the differences between African democracy and liberal democracy, yet some authors are at pains to emphasize that whatever their limitations, African democracies are an advance over what had gone before." -- African Studies Review
