This morning the Labor Subcommittee will hear testimony on the Reemployment and Retraining Act of 1994 and the Warn Amendments Act. These bills address one of the most serious issues facing working men and women today - worker dislocation. I think it is important that we hear from the witnesses and the chair is under considerable pressure to be in another meeting at 10:00 and I am trying to work it out. So I am going to put the balance of my statement in the record. [The prepared statement of Senator Metzenbaum follows: ] Prepared Statement of Senator Metzenbaum This morning the Labor Subcommittee will hear testimony on the Reemployment and Retraining Act of 1994 and the Warn Amendments Act. These bills address one of the most serious issues facing working men and women - today worker dislocation. The changing economy has meant that more and more Americans find themselves without a job. Between 1987 and 1992, 15 million Americans lost their jobs. Seven million are currently unemployed. Increasingly, dislocated workers have to find not only new jobs, but new careers. This trend affects all Americans - from workers on the factory floor to CEO's - who are facing a new workplace with changing skill requirements and little or no job security. The administrations response has been the Reemployment Act which I introduced on behalf of President Clinton and Secretary Reich. Their vision is to create a state of the art reemployment guidance in their job search, referral and funding to retrain for a new career, and income support to allow for longer, more effective training.
