Excerpt from Recent Developments in Freight Rates and Transport Policy In its report of August 6, 1957, in Ex Parte 206, _g/ a case involving increases in the general level of freight rates, the Interstate Commerce Commission stated that it was clear that, by the end of 1957, the railroads would.be faced with further increased costs resulting from (among other things) a rise in the payroll tax rate, wage increases stemming from.a cost-ofeliving adjustment based on the Consumer Price Index, and increases in prices of materials. The Commission said that, when these increases occurred, it would entertain a petition to authorize further moderate increases in such rates and charges to cover additional increases in expenses which have materialized. The Commission suggested further that consideration should be given to ways of increasing rates other than a general horizontal increase. The latter a percentage increase applying uniformly to most commodities is the approach which, for a good many years, has been used whenever the railroads have sought a general increase in revenue. A rate increase for that purpose is distinguished from upward or downward adjustments of rates on individual commodities or movements which for any of various reasons need Special attention.
