This book examines the experience of the ASEAN countries in the post-Bretton Woods era - the period of generalized currency float. It outlines the major developments in the exchange rate policies of the ASEAN countries in the 1970s and analyses the movements of the effective exchange rates (both in terms of the trend and short-run variability) and their sources. The study shows that the increased exchange rate risk (variaibility) experienced by the ASEAN countries during the generalized floating period has had an anti-trade bias - reduced volume of imports. On the export side, simulations of world trade models for various commodities are carried out, and these indicate that multilateral changes in real exchange rates in the present international monetary system had adversely affected the major primary exports of the ASEAN countries. In the final chapter, the policy implications of the major findings are discussed.

A reduction in the U.S. current account deficit vis-à-vis emerging Asia involves a shift in demand from U.S. to emerging Asia tradable goods and a change in international relative prices. This paper quantifies the required adjustment in the terms of trade and real exchange rates in a three-country open economy model of the U.S., China, and other emerging Asia. We compare scenarios where both Chinese and other emerging Asian export prices change by the same proportion to the case where export prices remain constant in one country and increase in the other. Our results are robust to different assumptions about elasticities of substitution and to introducing a high degree of vertical fragmentation in production in the model.

"This paper develops the basis for monetary and exchange rate coordination in Asia as part of a package of monetary integration that could support growth and poverty reduction. This could be achieved directly through coordinated exchange rate stabilization, and indirectly through the implications of this for reserve pooling and investment in an Asian development fund (ADF) and through development of the Asian bond market (ABM). Macro policy coordination could be viewed as a necessary condition for further development of both reserve pooling via the Chiang Mai Initiative (CMI) and of the ABM. The paper analyzes the trade structure of ASEAN and China in terms of both geographic sources of imports and markets for exports, and of the commodity structure of trade. The similarities of the geographic and commodity trade structures across the region are consistent with adoption of a common currency basket for stabilization, and with an argument for monetary integration across the region along the lines of Mundell (1961) on optimum currency areas. The paper constructs currency baskets and real effective exchange rates (REERs) for the countries in the region. Since their trade patterns are quite similar and their policies are already implicitly coordinated, their REERs tend to move together. This means that ASEAN and China are already moving toward integration in practical effect. Explicit movement toward coordination could support surveillance and reserve-sharing under the CMI, and release reserves to be invested in an ADF"--NBER website

This article investigates the role of real exchange rates on the ASEAN integration process by using a VAR model estimated for each ASEAN member with data for 1960 through 2010. Empirical results show that there is substantial heterogeneity among the ASEAN economies and demonstrate no significant impact of real exchange rate shocks on ASEAN trade. The study suggests that the ASEAN common currency would not provide a trade benefits additional to those from the ongoing integration process.
