The aims of this study are to analyse changing user needs in the postal sector, and evaluate various aspects of the Postal Services Directive (Directive 1997/67/EC on common rules for the development of the internal market of Community postal services and the improvement of quality of service). One main objective of the study is to identify the needs of business and private postal users given changing communication patterns from paper-based to electronic communications. Member States are in varying stages of development depending on broadband expansion, digital skills of individuals and businesses, and public authorities' readiness to implement e-government applications. Therefore, the needs for universal service are not uniform across the EU. A separate objective of this study is to evaluate various aspects of the current Postal Services Directive (Postal Services Directive). This evaluation applies the five principles of the European Commission's Better Regulation Guideline (effectiveness, efficiency, relevance, coherence, and EU added value), and supports the Commission's ongoing evaluation of this Directive. The evaluation takes into account the amendments of the Postal Services Directive in 2002 and 2008. This study presents elements of an ex post evaluation, i.e. it does not carry out any impact assessment to evaluate whether it is fit for purpose in the future.
