James Anderson critically reinterprets the history of southern black education from Reconstruction to the Great Depression. By placing black schooling within a political, cultural, and economic context, he offers fresh insights into black commitment to education, the peculiar significance of Tuskegee Institute, and the conflicting goals of various philanthropic groups, among other matters. Initially, ex-slaves attempted to create an educational system that would support and extend their emancipation, but their children were pushed into a system of industrial education that presupposed black political and economic subordination. This conception of education and social order--supported by northern industrial philanthropists, some black educators, and most southern school officials--conflicted with the aspirations of ex-slaves and their descendants, resulting at the turn of the century in a bitter national debate over the purposes of black education. Because blacks lacked economic and political power, white elites were able to control the structure and content of black elementary, secondary, normal, and college education during the first third of the twentieth century. Nonetheless, blacks persisted in their struggle to develop an educational system in accordance with their own needs and desires.

This history of the idea of “neighborhood” in a major American city examines the transition of Atlanta, Georgia, from a place little concerned with residential segregation, tasteful surroundings, and property control to one marked by extreme concentrations of poverty and racial and class exclusion. Using Atlanta as a lens to view the wider nation, LeeAnn Lands shows how assumptions about race and class have coalesced with attitudes toward residential landscape aesthetics and home ownership to shape public policies that promote and protect white privilege. Lands studies the diffusion of property ideologies on two separate but related levels: within academic, professional, and bureaucratic circles and within circles comprising civic elites and rank-and-file residents. By the 1920s, following the establishment of park neighborhoods such as Druid Hills and Ansley Park, white home owners approached housing and neighborhoods with a particular collection of desires and sensibilities: architectural and landscape continuity, a narrow range of housing values, orderliness, and separation from undesirable land uses—and undesirable people. By the 1950s, these desires and sensibilities had been codified in federal, state, and local standards, practices, and laws. Today, Lands argues, far more is at stake than issues of access to particular neighborhoods, because housing location is tied to the allocation of a broad range of resources, including school funding, infrastructure, and law enforcement. Long after racial segregation has been outlawed, white privilege remains embedded in our culture of home ownership.

The United States Supreme Court's 1954 landmark decision, Brown v. Board of Education, set into motion a process of desegregation that would eventually transform American public schools. This book provides a comprehensive and up-to-date assessment of how Brown's most visible effect--contact between students of different racial groups--has changed over the fifty years since the decision. Using both published and unpublished data on school enrollments from across the country, Charles Clotfelter uses measures of interracial contact, racial isolation, and segregation to chronicle the changes. He goes beyond previous studies by drawing on heretofore unanalyzed enrollment data covering the first decade after Brown, calculating segregation for metropolitan areas rather than just school districts, accounting for private schools, presenting recent information on segregation within schools, and measuring segregation in college enrollment. Two main conclusions emerge. First, interracial contact in American schools and colleges increased markedly over the period, with the most dramatic changes occurring in the previously segregated South. Second, despite this change, four main factors prevented even larger increases: white reluctance to accept racially mixed schools, the multiplicity of options for avoiding such schools, the willingness of local officials to accommodate the wishes of reluctant whites, and the eventual loss of will on the part of those who had been the strongest protagonists in the push for desegregation. Thus decreases in segregation within districts were partially offset by growing disparities between districts and by selected increases in private school enrollment.

Schools for All provides the first in-depth study of black education in Southern public schools and universities during the twelve-year Reconstruction period which followed the Civil War. In the antebellum South, the teaching of African Americans was sporadic and usually in contravention to state laws. During the war, Northern religious and philanthropic organizations initiated efforts to educate slaves. The army, and later the Freedmen's Bureau, became actively involved in freed-men's education. By 1870, however, a shortage of funds for the work forced the bureau to cease its work, at which time the states took over control of the African American schools. In an extensive study of records from the period, William Preston Vaughn traces the development—the successes as well as the failures—of the early attempts of the states to promote education for African Americans and in some instances to establish integration. While public schools in the South were not an innovation of Reconstruction, their revitalization and provision to both races were among the most important achievements of the period, despite the pressure from whites in most areas which forced the establishment of segregated education. Despite the ultimate failure to establish an integrated public school system anywhere in the South, many positive achievements were attained. Although the idealism of the political Reconstructionists fell short of its immediate goals in the realm of public education, precedents were established for integrated schools, and the constitutional revisions achieved through the Fourteenth and Fifteenth amendments laid the groundwork for subsequent successful assaults on segregated education.

Surveying the two centuries that preceded Jim Crow’s demise, Race and Education in New Orleans traces the course of the city’s education system from the colonial period to the start of school desegregation in 1960. This timely historical analysis reveals that public schools in New Orleans both suffered from and maintained the racial stratification that characterized urban areas for much of the twentieth century. Walter C. Stern begins his account with the mid-eighteenth-century kidnapping and enslavement of Marie Justine Sirnir, who eventually secured her freedom and played a major role in the development of free black education in the Crescent City. As Sirnir’s story and legacy illustrate, schools such as the one she envisioned were central to the black antebellum understanding of race, citizenship, and urban development. Black communities fought tirelessly to gain better access to education, which gave rise to new strategies by white civilians and officials who worked to maintain and strengthen the racial status quo, even as they conceded to demands from the black community for expanded educational opportunities. The friction between black and white New Orleanians continued throughout the nineteenth century and well into the twentieth, when conflicts over land and resources sharply intensified. Stern argues that the post-Reconstruction reorganization of the city into distinct black and white enclaves marked a new phase in the evolution of racial disparity: segregated schools gave rise to segregated communities, which in turn created structural inequality in housing that impeded desegregation’s capacity to promote racial justice. American students vary in educational achievement, but white students in general typically have better test scores and grades than black students. Why is this the case, and what can school leaders do about it? In The Color of Mind, Derrick Darby and John L. Rury answer these pressing questions and show that we cannot make further progress in closing the achievement gap until we understand its racist origins. Telling the story of what they call the Color of Mind—the idea that there are racial differences in intelligence, character, and behavior—they show how philosophers, such as David Hume and Immanuel Kant, and American statesman Thomas Jefferson, contributed to the construction of this pernicious idea, how it influenced the nature of schooling and student achievement, and how voices of dissent such as Frederick Douglass, Frances Ellen Watkins Harper, and W.
