Major new infrastructure projects being proposed for the British Columbia Lower Mainland are subject to review under the provincial environmental assessment process. The purpose of this document is to: provide a framework for principle-based Environmental Assessment Office (EAO) advice to Lower Mainland infrastructure project proponents to facilitate a consistent approach to public consultation and consistent public expectations regarding their involvement in environmental assessment reviews; and provide a basis for the EAO to evaluate the adequacy of a proponent's consultation program and to identify gaps that may require further attention either by the proponent or the EAO. The document includes information on the components of an effective consultation process, the differences in consultation programs for linear & non-linear projects, and the role of the EAO in public consultation programs. The appendix includes a description of the components of a public consultation program and a checklist for evaluating the adequacy of such a program.
