Three laws have been passed by Congress regarding the use of the Internet in public schools and libraries--the Communications Decency Act, the Children's Online Protection Act, and the Children's Internet Protection Act. Legal challenges against all three laws have been heard before the United States Supreme Court. This thesis traces the history of these Internet-regulatory laws and the impact Supreme Court precedents may have on the two latest congressional attempts to regulate the Internet in schools and libraries, the Deleting Online Predators Act and the Protecting Children in the 21st Century Act.
