Private Property and Public Power presents the first comprehensive study of a city's acquisitions, exploring how and why Philadelphia took properties between 1992 and 2007 for private redevelopment. Becher uses original data-collected from city offices and interviews with over a hundred residents, business owners, community leaders, government representatives, attorneys, and appraisers-to explore how eminent domain really works. Surprisingly, the city took over 4,000 private properties, and these takings rarely provoked opposition. When conflicts did arise, community residents, businesses, and politicians all appealed to a shared notion of investment to justify their arguments about policy. It is this social conception of property as an investment of value, committed over time, that government is responsible for protecting. Becher's findings stand in stark contrast to the views of libertarian and left-leaning activists and academics, but recognizing property as investment, she argues, may offer a solid foundation for more progressive urban policies.

In Owning the Street, Amelia Thorpe examines everyday experiences of and feelings about property and belonging in contemporary cities. She grounds her account in an empirical study of PARK(ing) Day, an annual event that reclaims street space from cars. A popular and highly recognizable example of DIY Urbanism, PARK(ing) Day has attracted considerable media attention, but has not yet been the subject of close scholarly examination. Focusing on the event's trajectories in San Francisco, Sydney, and Montreal, Thorpe addresses this gap, making use of extensive interview data, field work, and careful reflection to explore these tiny, temporary, and often transformative interventions. PARK(ing) Day is based on a creative interpretation of the property producible by paying a parking meter. Paying a meter, the event’s organizers explained, amounts to taking out a lease on the space; while most “lessees” use that property to store a car, the space could be put to other uses—engaging politics (a free health clinic for migrant workers, a same sex wedding, a protest against fossil fuels) and play (a dance floor, giant Jenga, a pocket park). Through this novel rereading of everyday regulation, PARK(ing) Day provides an example of the connection between belief and action—a connection at the heart of Thorpe’s argument. Thorpe examines ways in which local, personal, and materially grounded understandings about belonging, ownership, and agency intersect with law to shape the city. Her analysis offers insights into the ways in which citizens can shape the governance of urban space, particularly in contested environments. Local enterprise, institutional quality and strategic location were of central importance in the growth of medieval towns. This book, comprising a study of 112 English towns, emphasises these key factors. Downstream locations on major rivers attracted international trade, and thereby stimulated the local processing of imports and exports, while the early establishment of richly endowed religious institutions funnelled agricultural rental income into a town, where it was spent on luxury goods produced by local craftsmen and artisans, and on expensive, long-running building schemes. Local entrepreneurs who recognised the economic potential of a town developed residential suburbs which attracted wealthy residents. Meanwhile town authorities invested in the building and maintenance of bridges, gates, walls and ditches, often with financial support from wealthy residents. Royal lordship was also an advantage to a town, as it gave the town authorities direct access to the king and bypassed local power-brokers such as bishops and earls. The legacy of medieval investment remains visible today in the streets of important towns. Drawing on rentals, deeds and surveys, this book also examines in detail the topography of seven key medieval towns: Bristol, Gloucester, Coventry, Cambridge, Birmingham, Shrewsbury and Hull. In each case, surviving records identify the location and value of urban properties, and their owners and tenants. Using statistical techniques, previously applied only to the early modern and modern periods, the book analyses the impact of location and type of property on property values. It shows that features of the modern property market, including spatial autocorrelation, were present in the middle ages. Property hot-spots of high rents are also identified; the most valuable properties were those situated between the market and other focal points such transport hubs and religious centres, convenient for both, but remote from noise and pollution. This book takes an interdisciplinary approach, drawing on expertise from the disciplines of economics and history. It will be of interest to historians and to social scientists looking for a long-run perspective on urban development.
