Last year was momentous for the international procurement arena, as several of the major multilateral development banks (MDBs) -- including the World Bank and the African Development Bank (AfDB) -- adopted significant changes to their procurement processes and procedures in efforts to increase flexibility and achieve value for money with integrity. In July 2015, the World Bank's board of executive directors approved a new procurement policy as part of a larger procurement framework described as “a once-in-a-generation systematic reform and culture change” in how the World Bank approaches procurement. The new procurement framework, which is scheduled to go into effect later this year, will affect more than 1,800 World Bank-financed projects in 172 countries with a total value of $42 billion, although ongoing projects will continue to operate under the existing framework. A few months later, in October 2015, the AfDB joined its global counterpart in adopting similar changes to its own procurement framework. Similar to the World Bank's new framework, The AfDB's reforms focus on “the achievement of value for money by borrowers based on a dynamic and differentiated fit-for-purpose approach to procurement transactions.” According to Vinay Sharma, the director of the AfDB's Procurement and Fiduciary Services Department, the AfDB's new procurement framework is expected to result in faster project completion and “over $200 million in economic benefits annually.” This FEATURE COMMENT highlights several key goals of these procurement reforms, which seek to deliver sustainable development and value for money by, among other things, increasing flexibility in procurement approaches and recognizing the importance of postaward contract management in ensuring successful project implementation.

The unanticipated spike in international food prices in 2007-08 hit many developing countries hard. International prices for food and other agricultural products increased by more than 100 percent between early 2007 and mid-2008. Prices for food cereals more than doubled; and those for rice doubled in the space of just a few months. The food price increases were particularly hard on the poor and near-poor in developing countries, many of whom spend a large share of their income on food and have limited means to cope with price shocks. An estimated 1.29 billion people in 2008 lived on less than $1.25 a day, equivalent to 22.4 percent of the developing world population. In addition, the Food and Agriculture Organization estimated that 923 million people were undernourished in 2007. Simulation models suggested that poverty rose by 100-200 million people and the undernourished increased by 63 million in 2008. The World Bank organized rapidly for short-term support in the crisis, launching a fast-track program of loans and grants, the Global Food Crisis Response Program (GFRP). The GFRP mainly targeted low-income countries, and provided detailed policy advice to governments and its own staff on how to respond to the crisis. The Bank also scaled up lending for agriculture and social protection to support the building of medium-term resilience to future food price shocks. The International Finance Corporation responded by sharply increasing access to liquidity for agribusinesses and agricultural traders in the short and medium term, as well as new programs to improve incentives for agricultural market participants. This evaluation assesses the effectiveness of the World Bank Group response in addressing the short-term impacts of the food price crisis and in enhancing the resilience of countries to future shocks.

Pursuant to a congressional request, GAO reviewed business opportunities for U.S. firms at multilateral development banks (MDB), focusing on: (1) the MDB market share held by U.S. firms and their major competitors; (2) obstacles U.S. businesses may face in competing for MDB projects; (3) services the U.S. government provides to help U.S. firms overcome competition obstacles; (4) the Department of the Treasury's efforts to ensure fair and open procurement processes for MDB-financed projects. GAO found that: (1) from 1989 to 1994, U.S. firms were the largest single source of goods and services for MDB-financed projects; (2) the U.S. share of MDB procurements cannot be precisely determined due to data limitations; (3) U.S. MDB market shares vary by bank and by procurement categories and appear to parallel U.S. firms' ranking in overall exports to World Bank developing countries; (4) U.S. firms may have decreased MDB market shares in the future as developing countries become more competitive; (5) U.S. firms competing for MDB projects face certain obstacles including the lack of timely and specific project information, the cost of marketing products in the borrowing countries, their unfamiliarity with MDB competition processes, and the perception that MDB procurement processes are noncompetitive; (6) the Department of Commerce helps U.S. firms by providing information on MDB projects and outreach seminars on MDB opportunities and the process for bidding on MDB contracts; (7) the effect of Commerce's services on U.S. firms' bidding rates in the MDB market is unclear because Commerce has not formally evaluated its MDB services; and (8) Treasury has encouraged MDB to strengthen their procurement processes for MDB-funded projects and improve bank compliance with MDB procurement guidelines to ensure fair and more open competition, and to promote borrowing countries' use of standard bidding documents and wider dissemination of bidding opportunities.

The multilateral development banks cumulatively channel billions of dollars annually in development assistance to borrower countries. This finance is usually spent through processes that incorporate the public procurement regulations of the banks and it is often a condition of this finance that the funds must be spent using the procurement regulations of the lender institution. This book examines the issues and challenges raised by procurement regulation in the multilateral development banks. The book examines the history of procurement regulation in the banks; the tripartite relationship created between the banks, borrowers and contractors in funded procurements; the procurement documents and procurement cycle; as well as how the banks ensure competition and value for money in funded procurements. The book also examines the banks' approach to sustainability concerns in public procurement such as environmental, social or industrial concerns; as well as how the banks address the issue of corruption and fraud in funded contracts. Another issue that is addressed by this book is how the banks have implemented the aid effectiveness agenda. It will be seen that the development banks have undertaken steps to harmonise their policies and practices, increased borrower procurement capacity, taken steps to reduce the tying of aid, and play an important role in the reform of borrower procurement systems, all in an effort to improve the effectiveness of development finance. The book also considers the contractual and other remedies that are available to parties that may be aggrieved as a result of a funded procurement. The book analyses, compares and contrasts the legal, practical and institutional approaches to procurement regulation in the World Bank, the Inter-American Development Bank, the African Development Bank, the Asian Development Bank and the European Bank for Reconstruction and Development.
