The evaluator finds that New Jersey GEAR UP is an outstanding example of student focused academic development, providing low income and disadvantaged middle school through high school cohorts the skills, knowledge and individual self confidence and aspiration that leads to postsecondary academic success.New Jersey GEAR UP: has met, or nearly met, its recruitment and retention goals beginning in 1999-2000 and sustaining cohorts through 2003-2004; provides a comprehensive set of services for developing students' awareness of educational and career opportunities, fostering the attitudes, expectations, and experiences that allow them to realize their goals; and is providing students opportunities for improving math and science knowledge and skills. New Jersey GEAR UP has established an excellent record of performance around four major outcome goals: (1) The program has set and maintained a high rate at which students remain in school and persist in the program; (2) it has increased the rate at which participants satisfy the New Jersey state testing requirements, GEPA and HSPA, in comparison with similarly situated peers; (3) it has raised participants' awareness and aspiration for college; and (4) it has increased the rate at which participants apply to and enroll in college, as compared to their peers.

In the Survey of New Jersey Employers to Assess the Ability of Higher Education Institutions to Prepare Students for Employment, over 400 New Jersey's employers express their views on the purpose of higher education, how well the state's colleges and universities are preparing students for work and what changes can be made to improve that preparation. The survey finds that many employers believe that graduates with associate and bachelor's degree are prepared for employment. At the same time, the majority believes that the quality of job applicants from New Jersey' colleges and universities has remained steady or improved in recent years and is as good or better than those from colleges and universities outside of New Jersey. The survey was conducted by telephone during fall 2004 with 402 New Jersey employers with five or more employees who had hired one or more graduates of the state?s two-year and four year colleges and universities in the past three years. Nearly half of the employers had hired a two-year college graduate and 84% had hired a graduate of a four-year college or university. One third of all employers had hired both graduates of two-year colleges and graduates of four-year colleges and universities. Eight in ten employers who hired associates degree graduates hired graduates of public two-year colleges in New Jersey. One third of these employers hired graduates of private two-year colleges in New Jersey and two in ten hired graduates of colleges in other states. Eight in ten employers who hired graduates of four-year colleges and universities hired graduates of public institutions in New Jersey. Nearly half (47%) hired them from private colleges and universities also in New Jersey. Three in ten hired individuals from four-year colleges and universities outside of New Jersey. Seven in ten respondents (72%) were private, for-profit businesses. An additional 16% were nonprofit organizations and 9% were government agencies. Two in ten (22%) of the privwere in the retail industry. An additional 15% were in the finance / insurance / real estate industry, and 14% were in the health care industry.

Most Americans no longer question whether and which students should be prepared for college. Rather, it is now widely accepted that ALL students should be prepared for postsecondary education in some form (e.g., certificate, 2- or 4-year degree), as these credentials are not only required for many jobs but are also the surest path to upward mobility (Carnevale, Rose, Cheah, 2011). There is also greater recognition that in addition to a more traditional approach to preparation for postsecondary education (e.g., taking college preparatory classes), students should also graduate high school with technical knowledge and employability skills to secure, retain, and advance their employment when they leave school, at whatever level that may be. Simply put, today’s high school graduates need a broad-based education that combines an array of knowledge, skills, and experiences to prepare them for life after high school. And indeed, state’s definitions of college and career readiness have broadened in recent years to include a variety of skills and dispositions, such as critical thinking skills, social emotional skills such as collaboration, and interpersonal skills such as resilience and perseverance (English, Rasmussen, Cushing, & Therriault, 2016). The Every Student Succeeds Act (ESSA) of 2015, the key federal K-12 legislation, explicitly supports the notion of a “well-rounded” student, emphasizing readiness in areas beyond its predecessor’s (the No Child Left Behind Act, or NCLB) focus on core academic content. ESSA mandates that states ensure that students are provided an enriched, accelerated curriculum beyond courses and content areas in which state assessments are given (e.g., mathematics, reading) and that is aligned with the postsecondary experiences students are likely to encounter. ESSA also supports an expansion of readiness goals through provisions for the improvement of conditions for student learning that support social-emotional learning, intrapersonal skills, and other employability skills. And ESSA includes provisions in states’ accountability systems that support emphasis on broader definitions of readiness. Additionally, ESSA’s accountability framework includes important principles for supporting a broader definition of what students need to know and be able to do once they graduate high school. Accountability systems under ESSA may include multiple measures of college and career readiness. Indeed, several states had already added a career-focused indicator prior to ESSA passing (such as pathway completion or technical assessment achievement) to their accountability systems, and the number of states publicly reporting such indicators continues to increase (Achieve & AdvanceCTE, 2016). As definitions and measures of college and career readiness continue to evolve, we know one thing for sure: we need to better prepare ALL students for success after high school. This book explores the ways in which some education researchers are approaching this task. This was written in Corinne Alfeld's official capacity as part of the national conversation on education, is intended to promote the exchange of ideas among researchers and policy makers and to express views as pail of ongoing research and analysis, and is not intended to necessarily reflect the official views of the U.S. Department of Education.
