Detailed findings on a broad range of issues concerning the importance of postdoctorals to the nation's research effort and the value of postdoctoral experience to young scientists and engineers pursuing careers in research are presented. The report, the first comprehensive study of postdoctorals in 10 years, identifies the following issues: (1) the lack of prestige and research independence in postdoctoral appointments for the most talented young people; (2) the mismatch between the important role that postdoctorals play in the nation's research enterprise and the lack of opportunities that they find for subsequent careers in research; (3) the lack of recognized status of postdoctoral appointments in the academic community; and (4) the underutilization of women and members of minority groups in scientific research. Chapters include: an explanation and background of the study; a historical overview of postdoctoral education; changing employment patterns; postdoctoral paths to careers in research; an examination of issues from the perspective of postdoctorals; postdoctoral contribution to research; and findings and recommendations. Four specific recommendations are made: (1) establishment of 250 federally supported, portable postdoctoral fellowships annually, for specially qualified young scientists and engineers with two-year stipends competitive with employment salaries and with some research expense funds to foster innovative research; (2) establishment of 50 additional fellowships a year, similar to those described above, but expressly for minority Ph.D. recipients; (3) establishment, at every university with sizable numbers of nonfaculty research personnel, of a standing committee on postdoctorals and other nonfaculty doctoral research staff to review the situations of members of these groups on its campus and to recommend university policies; and (4) expansion of the National Science Foundation's longitudinal data-gathering effort to include a survey specially focused on career decisions of young scientists and engineers. Numerous figures, tables and appendices are provided. (LC)

Download Meeting the Nation's Needs for Biomedical and Behavioral Scientists Book in PDF, ePub and Kindle
This book assesses the nation's future needs for biomedical and behavioral scientists and the role the National Research Service Awards (NRSA) program can play in meeting those needs. The year 1994 marks the twentieth anniversary of the National Research Act of 1974 (PL 93-348), which established the NRSA program. In its twenty years of operation, the NRSA program has made it possible for many thousands of talented individuals in the basic biomedical, behavioral, and clinical sciences to sharpen their research skills and to apply those skills to topics of special concern to the nation, such as aging, hypertension, the genetic basis of disease, acquired immune deficiency syndrome (AIDS), cancer, environmental toxicology, nutrition and health, and substance abuse.

Download Economic Challenges in Higher Education Book in PDF, ePub and Kindle
The last two decades have been a turbulent period for American higher education, with profound demographic shifts, gyrating salaries, and marked changes in the economy. While enrollments rose about 50% in that period, sharp increases in tuition and fees at colleges and universities provoke accusations of inefficiency, even outright institutional greed and irresponsibility. As the 1990s progress, surpluses in the academic labor supply may give way to shortages in many fields, but will there be enough new Ph.D.'s to go around? Drawing on the authors' experience as economists and educators, this book offers an accessible analysis of three crucial economic issues: the growth and composition of undergraduate enrollments, the supply of faculty in the academic labor market, and the cost of operating colleges and universities. The study provides valuable insights for administrators and scholars of education.

Download Assessment of NIH Minority Research and Training Programs Book in PDF, ePub and Kindle
This report provides an assessment of NIH's programs for increasing the participation in biomedical science of individuals from underrepresented minority groups. The report examines, using available data and the results of a survey of NIH trainees, the characteristics and outcomes of programs at the undergraduate, graduate, postdoctoral, and junior faculty levels. The report provides recommendations for improving these programs and their administration. It also recommends how NIH can improve the data it collects on trainees in all NIH research training programs so as to enhance training program evaluation.
