The United Nations population estimates and projections form a comprehensive set of demographic data to assess population trends at the global, regional and national levels. They are used in the calculation of many of the key development indicators commonly used by the United Nations system, including for more than one third of the indicators used to monitor progress towards the achievement of the Sustainable Development Goals. The 2019 revision of the World Population Prospects is the twenty-sixth edition of the official United Nations population estimates and projections, which have been prepared since 1951 by the Population Division of the Department of Economic and Social Affairs. The 2019 revision presents population estimates from 1950 until the present for 235 countries or areas, which have been developed through country-specific analyses of historical demographic trends. It builds on previous revisions by incorporating additional results from the 2010 and 2020 rounds of national population censuses as well as information from vital registration and recent nationally representative household sample surveys. The 2019 revision also presents population projections to the year 2100 that reflect a range of plausible outcomes at the global, regional and country levels. The initial plans for this book sprang from a late-afternoon conversation in a hotel bar. All three authors were attending the 1996 meeting of the Population As- ciation of America in New Orleans. While nursing drinks and expounding on a variety of topics, we began talking about our current research projects. It so happened that all three of us had been entertaining the notion of writing a book on state and local population projections. Recognizing the enormity of the project for a single author, we quickly decided to collaborate. Had we not decided to work together, it is unlikely that this book ever would have been written. The last comprehensive treatment of state and local population projections was Don Pittenger’s excellent work Projecting State and Local Populations (1976). Many changes affecting the production of population projections have occurred since that time. Technological changes have led to vast increases in computing power, new data sources, the development of GIS, and the creation of the Internet. The procedures for applying a number of projection methods have changed considerably, and several completely new methods have been developed.

Bernard (Barney) Berelson had a major influence in the application of social science concepts and methods to population policy during the period from 1962 to 1980. This was the period when concern with population problems spread from a relatively small group of scholars and population activists to a much larger, diverse, international group of political and intellectual leaders and to the general public as well. There was an exponential growth in the number of scholars and service personnel in vari ous population and family specialities in this period. Barney came into the field with his appointment as Director of the Com munication Research Program of The Population Council in 1962. He had no previous training or experience in demography. Frank Notestein, Presi dent of The Population Council at the time, had the wisdom to appreciate the value and relevance of Barney's itTIpressive background in communica tion research and other social science areas, as well as his creative mind and leadership qualities. His influence on the Council's rapidly expanding program was so immediate and impressive that within a year, he was named Vice President. When Frank Notestein retired in 1968, Barney became President, a post he held for 6 very productive years.

It describes the most commonly used data sources and application techniques for four types of projection methods: cohort-component, trend extrapolation, structural models, and microsimulation. It covers the components of population growth, sources of data, the formation of assumptions, the development of evaluation criteria, and the determinants of forecast accuracy. It considers the strengths and weaknesses of various projection methods and pays special attention to the unique problems that characterize small-area projections. The authors provide practical guidance to demographers, planners, market analysts, and others called on to construct state and local population projections. They use many examples and illustrations and present suggestions for dealing with special populations, unique circumstances, and inadequate or unreliable data. They describe techniques for controlling one set of projections to another, for interpolating between time points, for sub-dividing age groups, and for constructing projections of population-related variables (e.g., school enrollment, households). They discuss the role of judgment and the importance of the political context in which projections are made. They emphasize the “utility” of projections, or their usefulness for decision making in a world of competing demands and limited resources. For over half a century, policymakers committed to population control have perpetrated a gigantic, costly, and inhumane fraud upon the human race. They have robbed people of the developing countries of their progeny and the people of the developed world of their pocketbooks. Determined to stop population growth at all costs, those Mosher calls "population controllers" have abused women, targeted racial and religious minorities, undermined primary health care programs, and encouraged dictatorial actions if not dictatorship. They have skewed the foreign aid programs of the United States and other developed countries in an anti-natal direction, corrupted dozens of well-intentioned nongovernmental organizations, and impoverished authentic development programs. Blinded by zealotry, they have even embraced the most brutal birth control campaign in history: China's infamous one-child policy, with all its attendant horrors. There is no workable demographic definition of "overpopulation." Those who argue for its premises conjure up images of poverty - low incomes, poor health, unemployment, malnutrition, overcrowded housing to justify anti-natal programs. The irony is that such policies have in many ways caused what they predicted - a world which is poorer materially, less diverse culturally, less advanced economically, and plagued by disease. The population controllers have not only studiously ignored mounting evidence of their multiple failures; they have avoided the biggest story of them all. Fertility rates are in free fall around the globe. Movements with billions of dollars at their disposal, not to mention thousands of paid advocates, do not go quietly to their graves. Moreover, many in the movement are not content to merely achieve zero population growth, they want to see negative population numbers. In their view, our current population should be reduced to one or two billion or so. Such a goal would keep these interest groups fully employed. It would also have dangerous consequences for a global environment.
