A historic shift has occurred in the organizational structures through which the lower classes in Latin America express voice and find political representation. With the political and economic reforms of the 1980s and 1990s, networks of community-based associations and nongovernmental organizations replaced party-affiliated labor unions as the predominant organizations to which the lower classes turned. This volume examines the new “interest regime” in Argentina, Chile, Peru, and Venezuela through two extensive surveys—one of individuals and one of associations—undertaken in those nations’ capital cities. Contrary to common perceptions, the new interest regime is neither a vibrant, autonomous civil society nor a set of weak, atomized organizations. Participation in associations is generally high, compared to “direct action” as a strategy for pursuing collective interests, and associations more frequently coordinate and engage the state than has sometimes been assumed. However, various forms of interaction with the state pose a classic trade-off between representation and state control, and the new interest regime is marked by representational distortion, in that the lower classes are less likely to use the new structures than the middle classes. Within these general patterns, distinct national models are emerging. This volume represents the most ambitious and systematic effort to date to examine individual participation and associational life in Latin America and to carry out a cross-national analysis of new forms of political representation.

"How do poor people in Latin America participate in politics? What explains the variation in the patterns of voting, protesting, and contacting government for the region's poorest citizens? Why are participation gaps larger in some countries than in others? This book offers the first large scale empirical analysis of political participation in Latin America, focusing on patterns of participation among the poorest citizens in each country, and comparing those patterns to those of individuals with more resources. Far from being politically inert, under certain conditions the poorest citizens in Latin America can act and speak for themselves with an intensity that far exceeds their modest socioeconomic resources. We argue that key institutions of democracy, namely civil society, political parties, and competitive elections, have an enormous impact on whether or not poor people turn out to vote, protest, and contact government officials. When voluntary organizations thrive in poor communities and when political parties focus their mobilization efforts on poor individuals, they respond with high levels of political activism. Poor people's activism also benefits from strong parties, robust electoral competition and well-functioning democratic institutions. Where electoral competition is robust and where the power of incumbents is constrained, we see higher levels of participation by poor individuals and more political equality. Precisely because the individual resource constraints that poor people face are daunting obstacles to political activism, our explanation focuses on those features of democratic politics that create opportunities for participation that have the strongest effect on poor people's political behavior"--

Political scientists have worried about declining levels of citizens' support for their regimes (legitimacy), but have failed to empirically link this decline to the survival or breakdown of democracy. This apparent paradox is the 'legitimacy puzzle', which this book addresses by examining political legitimacy's structure, sources, and effects. With exhaustive empirical analysis of high-quality survey data from eight Latin American nations, it confirms that legitimacy exists as multiple, distinct dimensions. It finds that one's position in society, education, knowledge, information, and experiences shape legitimacy norms. Contrary to expectations, however, citizens who are unhappy with their government's performance do not drop out of politics or resort mainly to destabilizing protest. Rather, the disaffected citizens of these Latin American democracies participate at high rates in conventional politics and in such alternative arenas as communal improvement and civil society. And despite regime performance problems, citizen support for democracy remains high.
