El "Protocolo de gestión documental de los archivos referidos a las graves y manifiestas violaciones a los Derechos Humanos, e infracciones al Derecho Internacional Humanitario, ocurridas con ocasión del conflicto armado interno" es un documento publicado por el CNMH y el Archivo General de la Nación (AGN), cumpliendo con las disposiciones de la Ley 1448 de 2011 o Ley de Víctimas y Restitución de Tierras, que establece los criterios y las medidas que se deben seguir para la identificación, protección, y garantías de acceso a la información de archivos de derechos humanos, memoria histórica y conflicto armado. Por ejemplo, alienta a las entidades a ajustar y a actualizar los inventarios de sus archivos de derechos humanos, así como a suspender de manera temporal las actividades de eliminación de documentos y de series documentales sobre este tipo especial de archivos. Las entidades de la administración pública deberán adoptar las disposiciones contenidas en el Protocolo en los diferentes niveles de actuación. También deberán hacerlo las entidades privadas que cumplen funciones públicas y los demás organismos regulados por la Ley 594 de 2000, en consonancia con el Decreto 1084 de 2015, Decreto Único Reglamentario del Sector de Inclusión Social y Reconciliación. Asimismo, el documento contiene recomendaciones para el manejo de los archivos y la información de las organizaciones de la sociedad civil. El Protocolo quedó oficializado a través de la Resolución 031, la cual fue firmada el 6 de febrero de 2017, por Armando Martínez Garnica, director general del AGN, y por Gonzalo Sánchez Gómez, director del CNMH. Social and Political Transitions During the Left Turn in Latin America provides fourteen contributions to understand, from a multidisciplinary perspective, processes of socio-political reconfigurations in the region from the early 2000s to the mid-2010s. The Left Turn was the regional shift to left-of-center governments and social movements that sought to replace the neoliberal policies of the 1990s. This volume aims to answer the overarching research question: how do state and societal (national and transnational) actors trigger and shape processes of political and socio-economic transitions in Latin America from the rise to the decline of the Left Turn. Drawing on conceptual debates in transitional justice and critical archival studies, as well as empirical cases from various countries around the world, the contributions in this book critically examine how archives are produced by and used in transitional justice processes such as tribunals, truth commissions and remembrance processes. This edited volume provides conceptual critiques of the transitional justice paradigm and innovations in providing a new lens on archival practices in transitional justice. In doing so it offers in-depth analyses of the relationship between archives and transitional justice in France, Colombia, Rwanda, South Africa and Northern-Ireland; it highlights truth commission and (international) court archives as much as personal collections and oral histories. The authors bring critical archival studies into dialogue with transitional justice discourses to highlight the activism and emancipatory potential but also the possibilities of injustices inherent in archives and archival practice. Crucially, the book goes beyond merely highlighting the evidentiary value of archives by linking them to a multitude of transitional justice processes, goals and ideals, including remembrance processes, witnessing, reconciliation, non-recurrence, and various struggles against injustices and prevalent violence. This collection contributes to and expands our understanding of archives in transitional justice and critically questions core assumptions being made about the inherently positive contributions archives and records make to dealing with a violent past. This volume explores how Colombian novelists, artists, performers, activists, musicians, and others seek to enact—to perform, to stage, to represent—human rights situations that are otherwise enacted discursively, that is, made public or official, in juridical and political realms in which justice often remains an illusory or promised future. In order to probe how cultural production embodies the tensions between the abstract universality of human rights and the materiality of violations on individual human bodies and on determined groups, the volume asks the following questions: How does the transmission of historical traumas of Colombia’s past, through human rights narratives in various forms, inform the debates around the subjects of rights, truth and memory, remembrance and forgetting, and the construction of citizenship through solidarity and collective struggles for justice? What are the different roles taken by cultural products in the interstices among rights, laws, and social justice within different contexts of state violence and states of exception? What are alternative perspectives, sources, and (micro)histories from Colombia of the creation, evolution, and practice of human rights? How does the human rights discourse interface with notions of environmental justice, especially in the face of global climate change, regional (neo)extractivism, the implementation of megaprojects, and ongoing post-accord thefts and (re)appropriations of land? Human Rights Museums presents case studies that trace how calls for historical and social justice, and the commensurate rise of a rights regime have led to the emergence of a new museological genre: the human rights museum. Presenting innovative field research conducted in new and emerging human rights museums across Asia and Latin America, the book adopts a broad museological approach. It does so by including national and community museums, as well as public and private museological initiatives, within its purview.
