Para superar los inconvenientes de la planificación tradicional, los nuevos Planes de Ordenamiento Territorial se caracterizan por la implementación de componentes estratégicos y flexibles integrados a una base estructural heredada de la planificación tradicional. Las innovaciones en estos planes apuntan a una adecuada implementación de los principales componentes de la flexibilidad tomados de la planificación estratégica: la eficiencia y la participación.
