Road barriers have been used as an effective countermeasure to prevent exposure of errant vehicles to both vehicles travelling in the opposite direction and to roadside hazards. The objective of this study was to evaluate the in-service safety performance of three types of road barriers (concrete barriers, steel W-beam guardrails, and high-tension cable barriers) in Indiana using cross-sectional analysis based on crash data. The quantitative evaluation was comprised of three components: 1) the effect of the road, barrier scenarios, and traffic on the barrier-relevant (BR) crash frequency, 2) the effect of the road and the barrier scenarios on the BR harmful events, and 3) the effect of the BR events and other conditions on the injury outcomes.The introduction of the BR harmful events linked the crash onset with its outcome. The three developed statistical models were connected through their inputs-outputs and followed the sequence of various BR events during the BR crash. This improvement allowed a more comprehensive and insightful analysis of the barriers' safety effects and a more efficient use of data. The injury outcomes were estimated for all the individuals in a crash rather than for the most severe outcome of a crash. Further improvement of the cost estimates was accomplished by utilizing hospital data.For median barriers, this study found that the total number of BR crashes was higher with the use of median barriers, mostly due to the introduction of collisions with barriers and an increase in the collisions after redirecting vehicles back to traffic. These undesirable effects of barriers were surpassed by the positive results of reducing hazardous events such as cross-median crashes, rollover events, and collisions with roadside hazards, which substantially reduced the number of severe injuries and fatalities.

The purpose of the tests reported herein was to assess the performance of the damaged portable concrete barrier according to the safety-performance evaluation guidelines included in the American Association of State Highway and Transportation Officials Manual for Assessing Safety Hardware (MASH), Second Edition. The crash tests were performed in accordance with MASH Test 3-11, which involves a 2270P vehicle weighing 5000 lb impacting the longitudinal barrier while traveling at 62 mi/h and 25 degrees. This report provides details on the damaged portable concrete barriers, the crash tests and results, and the performance assessment of the damaged portable concrete barriers for MASH Test Level 3 (TL-3) longitudinal barrier evaluation criteria. The damaged portable concrete barriers met the performance criteria for MASH TL-3 longitudinal barriers.

Traffic barriers are roadside hardware of various designs and materials which are intended to protect vehicles from such off-the-road hazards as trees, embankments, ravines, signposts, bridge support pillars or abutments, or other hazards. The National Transportation Safety Board (NTSB) has been concerned with the problem of inadequate traffic barriers for several years. The Safety Board has investigated accidents in which barriers failed, and has made recommendations to the FHWA. Of primary importance among these have been recommendations that the FHWA develop and promulgate mandatory performance standards for traffic barriers. The purpose of such standards would be to require that traffic barrier types be crash-tested to demonstrate their ability to meet a set of established safety criteria. At present, barriers are not required to meet such criteria through crash-testing. The purpose of this report is to review past Safety Board concerns regarding the adequacy of bridge and highway rail systems and to evaluate the FHWA's efforts to develop safer traffic barriers. This study analyzes the results of recent crash-testing sponsored by the FHWA and makes recommendations concerning performance standards for traffic barriers.
