This three-paper dissertation addresses gaps in the literature focused on distracted driving and the impact of regulations aimed at reducing its prevalence. With the widespread proliferation of mobile phone usage and more sophisticated in-vehicle entertainment and information systems, it is now commonplace for drivers to engage in non-driving activities (also referred to as "secondary tasks") while driving. It is widely believed that distracted driving is positively related to motor vehicle crashes and other undesirable driving outcomes. This dissertation specifically focuses on three topics: (1) the nature of the distracted driving literature given the numerous secondary tasks, driving performance outcomes, and study settings examined and used by researchers, (2) the impact of texting messaging regulations on motor vehicle crash-related fatalities, and (3) the impact of text messaging regulations on motor vehicle crash-related hospitalizations. The first study in this dissertation is a systematic review of studies that examined the relationship between selected distracted driving activities and various driving performance outcomes. It quantifies the proportion of existing studies that have focused on specific distracting activities (mobile phone use, cigarette smoking, listening to music, etc.) and specific driving performance outcomes, (e.g. crashes, injuries, fatalities, following distance). The first paper also identifies the types of studies that are more likely to find detrimental relationships between secondary tasks and driving performance outcomes. The second paper in this dissertation examines whether states that have prohibited text messaging while driving have seen decreases in motor vehicle crash-related fatality counts. Because text messaging restrictions are nuanced across states, this paper will additionally determine whether more stringent and comprehensive restrictions result in the greatest decreases in fatality counts. The third paper of this dissertation will determine whether states with primarily enforced text messaging restrictions have seen decreases in motor vehicle crash-related hospitalization counts.

Previous research, using driving simulation, crash data, and naturalistic methods, has begun to shed light on the dangers of texting while driving. Perhaps because of the dangers, no published work has experimentally investigated the dangers of texting while driving using an actual vehicle. Additionally, previous research does not clearly differentiate the dangers associated with reading and writing text messages. To address these issues, 42 participants drove an instrumented research vehicle on a closed driving course. Participants drove under a control, text reading, and text writing condition. Baseline text reading and writing data were also collected outside of the research vehicle. Results indicated that impairment associated with texting while driving may be greater than previously thought. Principally, when reading or writing texts, drivers exhibited reductions in reaction time that were nearly twice as great as previously thought. Drivers also exhibited nearly identical impairment in the reading and writing conditions, suggesting that both reading and writing text messages may be equally dangerous. These results have immediate implications for improving our understanding of the dangers of texting while driving and may be useful for future public policy discussions.

Despite the advances that have been made to enhance vehicular safety, motor vehicle accidents remain one of the greatest public safety concerns in the country. According to the National Highway Traffic Safety Administration, in 2010 there were 32,885 people killed in an estimated 5,419,000 police-reported motor vehicle traffic crashes (NHTSA, 2010). Some of these accidents could be prevented if people adopt safer driving habits. Texting behind the wheel is especially an issue among teenagers since text messaging has become the preferred method of communications among teenagers. There is some research that suggests drivers can be influenced by the behavior of their parents or friends. But most of this research has been focused on cell phone use when driving. There is limited research in regards to texting behind the wheel. An anonymous online survey was utilized to collect data from 18-24 year olds, regarding their texting and driving behavior and their parents' and friends' behavior. This survey was distributed through the Steven's Driving Facebook page. 441 responses were collected. The results showed that 81. 3 % of young drivers reported texting and driving, which agrees with previous literature. Furthermore, no differences were found in the texting and driving behavior of young drivers of different genders and ages. Drivers, between the age of 18 and 24, that currently text and drive are 2. 24 times more likely to have observed their parents texting and driving prior to having their license. Also, young drivers that engage in texting while driving are, 3. 8 times more likely to have seen their friends also text and drive. Specifically, young drivers in all three age groups, 18-19, 20-21 and 22-24 are 3. 02, 4. 11 and 4. 0 times more likely to have friends that currently text then those that do not. The influence of peers on texting and driving continue to be a problem. More studies need to be performed on the influence parents have on their children's texting and driving behaviors. Public awareness campaigns need to be developed that focus on telling parents not to text and drive especially when in the presence of their children.

In a society that favors technology, the temptation and ability to be in constant contact with others presents the potential for unfavorable driving outcomes. Instant messaging, more commonly known as text messaging, is a convenient way to communicate. Text based communication requires physical, cognitive, and visual attention which results in distraction for drivers (Saqer, Visser, Strohl, & Parasuraman, 2012). Studies have looked specifically at teens and young adults who text message and drive specifically. No research was found comparing the reasons why people across generations engage in texting while driving. To help bring awareness and educate drivers, more information is needed. The purpose of this study was to compare behaviors that motivate drivers from generations Boomer II, X, Y, and Z to text message while driving. The study was a non-experimental comparative cross-sectional study. The information will be shared with healthcare practitioners to allow them to provide individualized health promotion education. Results of the research revealed that there is a statistically significant difference in the motivations for text messaging and driving between the Boomer II and Z generation.
