In this reflection, the author observes that “peace and prosperity through trade” was the basic objective on which the General Agreement on Tariffs and Trade (GATT) was founded and it remains the fundamental raison d'être of the WTO today. Emerging from World War II, world leaders had a great vision: to build an international system that would create economic growth and prosperity thereby securing and maintaining peace. Today, we are faced with monumental problems of poverty, terrorism and war, as well as the challenges caused by globalization. Multilateralism and international cooperation, today as in the past, are essential to maintaining and guaranteeing peace. What are the challenges facing the multilateral trading system? They are: the increasing dissonance between developed and developing country Members of the WTO, the dispute settlement system - storm clouds on the horizon, governance of the WTO, rapidly increasing regionalism, and legitimacy concerns. In the author's view, the stakes are high and the choices are clear - the multilateral trading system is in trouble and the Members need to fix it.
