This document describes a methodology and associated computer model for assessing the risk to humans of pathogens in treated municipal sewage sludge applied to land. Land application of sludge in this methodology refers to the distribution of sludge on or just below the soild surface where it is employed as a fertilizer or soil conditioner for growing human food-chain and non-food-chain crops. The two categories of land application addressed in this model are (1) agricultural utilization and (2) distribution and marketing (D&M), and the source of microbial pathogens is (1) liquid or (2) dried or composted municipal sewage sludge.

Each major option for the disposal/reuse of municipal sludges poses potential risks to human health or the environment because of the microbial contaminants in sludge. Therefore, risk assessment methodology appropriate for pathogen risk evaluation for land application and distribution and marketing (D&M) options was developed. A computer model was designed to aid in sludge management by comparing the risks of alternatives as sludge is applied to cropland and grazed pasture as a fertilizer and/or soil conditioner. The model integrates microbial dose-response information with the number of pathogens likely to be present in exposure pathways. Interpretations from risk assessment model outputs were made.

This preliminary risk assessment focuses on the probability of human infection from protozoa and halminths, usually referred to as parasites, in municipal sewage sludge applied to land. It is based on the Pathogen Risk Assessment computer model and methodology described in Pathogen Risk Assessment for Land Application of Municipal Sludge. The report documents (1) the results of a literature review designed to find data on parasites required by the pathogens methodology, and (2) the results of numerous site-specific computer simulations, running the Pathogen Risk Assessment model with a wide range of values for the parameters required. The parameters required for parasites are density in sludge, transport and die-off rates in environmental media, and minimum infective dose. Locations selected for site-specific application of the model included counties in California, Florida, Iowa, New Mexico, Tennessee, and Washington. Model runs predicted probabilities of infection of a human receptor exposed to pathogenic parasites by a variety of pathways arising from the use of sludge-amended soil to grow vegetable crops, lawns, or forage for cattle used for meat or milk. Data gaps are identified and research priorities are recommended.
